The Metro Central Enhancement Grants are a community-focused funding initiative overseen by Metro, the regional government for the Portland metropolitan area. The grant targets a defined geographic area along the west side of the Willamette River, stretching from the Northwest Neighborhood Association to Linnton and also covering areas around the St. Johns Bridge within North Portland's Cathedral Park neighborhood. The program operates on an annual cycle and is administered by the Metro Central Enhancement Committee, which comprises local residents, business leaders, and representatives from environmental groups. This diverse committee is responsible for reviewing and selecting projects that best align with the grant's goals.
Eligibility is open to community groups, schools, faith-based organizations, and service organizations that hold nonprofit or other tax-exempt status. Projects must demonstrate a direct benefit to residents or places located within the defined grant boundary. Priority is given to initiatives that serve youth, seniors, low-income individuals, communities of color, veterans, and other underserved populations. The grant also supports efforts to increase recycling and waste reduction, reduce environmental toxicity, rehabilitate nonprofit-owned properties, and enhance local natural and recreational spaces.
The program emphasizes equitable development and neighborhood improvement, encouraging applications that preserve or enhance natural habitats and recreational areas, improve neighborhood safety and cleanliness, and expand public access to environmental education or services. Competitive applications will demonstrate a strong alignment with at least one of the core program goals and show evidence of impact, feasibility, and community engagement.
The grant awards funding for a 12-month project period, and the next application window is scheduled for August to September 2025 for projects beginning in January 2026. An informational session will be hosted in August to assist prospective applicants in understanding the grant's requirements and goals.
