FY25 COPS Office Anti-Heroin Task Force Program

The FY25 Anti-Heroin Task Force (AHTF) Program is administered by the U.S. Department of Justice, Office of Community Oriented Policing Services (COPS Office). With a history of distributing over $21 billion in support of community policing, the COPS Office is committed to improving public safety by funding initiatives that foster cooperation among law enforcement agencies. This specific program aims to assist states with high rates of primary treatment admissions due to heroin and opioid use, providing them with resources to combat illegal distribution and trafficking through multijurisdictional efforts. The primary objective of the FY25 AHTF Program is to support state law enforcement agencies in locating and investigating illicit heroin, fentanyl, carfentanil, and unlawful prescription opioid activities. Funding is allocated for personnel, training, and equipment that enhance investigative capacity and promote community policing principles. However, this program does not cover treatment or prosecution-related activities. Awarded projects are expected to strengthen analytical capabilities, increase drug seizures and arrests, improve collaboration among participating agencies, and protect drug-endangered children. Only state law enforcement agencies are eligible to apply, specifically those with primary authority over state seizures of opioids, a multijurisdictional reach, and an interdisciplinary task force structure. Eligible applicants must comply with federal immigration information-sharing regulations under 8 U.S.C. §1373. All applicants must be registered in SAM.gov and Grants.gov and complete a two-step application process, involving initial registration and submission through Grants.gov followed by full application completion in JustGrants. Applications require a project abstract, survey responses, a detailed budget justification, and various disclosure and assurance documents. The review process includes checks for basic eligibility, a technical and merit-based scoring review, and an administrative compliance review. Applications will be scored on criteria such as current anti-heroin activities, collaboration strategies, and budget justification, with an additional 10 points for cooperation with federal law enforcement on immigration. Applications open on May 13, 2025. The Grants.gov submission deadline is June 25, 2025, and the JustGrants application deadline is July 2, 2025. Awards are anticipated to be announced on or after September 1, 2025, with a performance start date of October 1, 2025, and a 36-month implementation period. Approximately $35 million is expected to be awarded to around 15 recipients, with individual awards up to $4 million. No matching funds are required.
