The NIAID Resource-Related Research Projects (R24 Clinical Trial Not Allowed) funding opportunity is administered by the National Institute of Allergy and Infectious Diseases within the National Institutes of Health under the U.S. Department of Health and Human Services. The program supports investigator-initiated resource-related research projects that advance the scientific mission of NIAID in infectious diseases, immunology, allergy, transplantation, HIV research, and related biomedical fields. The R24 mechanism is intended to support specialized resources that provide substantial benefit to high-priority biomedical research programs requiring additional coordination, infrastructure, data systems, materials, tools, or shared services. NIAID anticipates using this mechanism infrequently and only in cases where other agency mechanisms are not appropriate. The program is designed to support the creation, expansion, improvement, and long-term availability of research resources that are broadly useful to qualified investigators. Resources supported under this mechanism may include unique reagents, repositories, patient registries, computational tools, software platforms, data aggregation systems, bioinformatics resources, analytic platforms, translational research tools, nonclinical model systems, and other specialized infrastructure necessary for efficient scientific progress. The resource must be non-hypothesis-driven, highly quality controlled, replenishable where appropriate, and accessible to the wider scientific community. NIAID specifically encourages applications aligned with the missions of its major divisions, including the Division of Microbiology and Infectious Diseases, the Division of Acquired Immunodeficiency Syndrome, the Division of Allergy, Immunology and Transplantation, and the Chemical Countermeasures Research Program. Priority areas include HIV implementation science, FAIR data principles, infectious disease resource development, and translational countermeasure development. Eligible applicants include a broad range of domestic organizations such as public and private institutions of higher education, nonprofit organizations with or without 501(c)(3) status, for-profit entities including small businesses, tribal governments and tribal organizations, local and state governments, independent school districts, public housing authorities, regional organizations, and eligible federal agencies. Foreign organizations and non-domestic components of U.S. organizations are not eligible to apply, although certain foreign components and unfunded international collaborations may be permitted. NIH policy specifically prohibits foreign subawards and subcontracts under this NOFO unless the collaboration is submitted under a separate NOFO specifically designated for international collaborations. There is no mandatory cost sharing or matching requirement associated with this opportunity. Applications may be submitted as new, renewal, revision, or resubmission applications. The earliest submission date is August 25, 2026, and standard NIH due dates continue on a recurring cycle through May 25, 2029. Applications are due by 5:00 PM local time of the applicant organization on each applicable due date. Applicants are strongly encouraged to contact NIAID staff at least ten weeks before submission to discuss programmatic fit and Institute priorities. Submission must occur electronically through Grants.gov using ASSIST, Workspace, or an institutional system-to-system solution, and applicants must maintain active registrations in SAM.gov, Grants.gov, eRA Commons, and possess a Unique Entity Identifier. Principal Investigators are also required to maintain ORCID registration linked to eRA Commons accounts. Application requirements follow the NIH Research Instructions and SF424 application package requirements. Required components include a research strategy, budget, resource sharing plan, and where applicable, human subjects documentation and vertebrate animal protections. Applicants generating scientific data must include a Data Management and Sharing Plan not exceeding two pages. The research strategy must address sustainability of the proposed resource and demonstrate how the resource will remain useful and accessible to the broader research community. The NOFO prohibits clinical trials, although certain human-subjects activities not classified as clinical trials may be permissible. Applications that are incomplete, noncompliant, or duplicative of pending NIH submissions may be rejected without review. Applications undergo NIH peer review based on significance, investigator qualifications, innovation, approach, and environment. Additional review criteria include human subject protections, inclusion policies, vertebrate animal welfare, biohazard management, resource sharing plans, and authentication of biological or chemical resources. Funding decisions consider scientific merit, programmatic relevance, and availability of funds. NIAID expects to make approximately one to two competing awards annually, although the exact number depends on appropriations and the quality of submitted applications. Budgets are not capped and must reflect actual project needs, while the maximum project period is five years. Following peer review, successful applicants receive a Notice of Award and become subject to NIH post-award monitoring, annual progress reporting, cybersecurity compliance expectations, and federal administrative requirements. The program follows a recurring NIH submission cycle with application deadlines in September, January, and May through the expiration date of May 26, 2029. The review cycle generally includes scientific merit review approximately six months after submission, advisory council review approximately two months later, and earliest award start dates approximately two months after council review.
