FY25 COPS Anti-Methamphetamine Program

The FY25 COPS Anti-Methamphetamine Program (CAMP), administered by the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office), is designed to enhance public safety through targeted anti-methamphetamine efforts. The COPS Office, a longstanding institution committed to advancing community policing, has distributed over $21 billion in support of law enforcement across the United States. This program focuses on combating methamphetamine-related criminal activity in states where such activity is most prevalent, based on high seizure rates of precursor chemicals, finished methamphetamine, clandestine laboratories, and dump sites. This competitive grant program provides direct funding to state law enforcement agencies. The goal is to bolster investigations, increase drug seizure operations, and enhance the analytical capacity of drug task forces. The funding can be used for hiring additional personnel, providing training, and acquiring necessary equipment. However, it explicitly prohibits expenditures on meth lab cleanup, treatment programs, or prosecutions. The program encourages collaboration across jurisdictions and aims to expand task force capabilities and community policing strategies. Eligible applicants include state-level law enforcement agencies that are legally authorized to conduct anti-methamphetamine investigations. Agencies must request a minimum of $1,000,000 in funding and be in states or U.S. territories that experience high rates of methamphetamine activity. All applications must comply with federal mandates, including 8 U.S.C. §1373 regarding immigration status communication with DHS. To apply, agencies must register with SAM.gov and obtain a UEI. The application process is twofold: submission of the SF-424 via Grants.gov by June 25, 2025, followed by completing the full application through JustGrants by July 2, 2025. Required documents include a project abstract, budget worksheet, survey data, and several certifications and assurances. Applicants must designate two Authorized Representatives to manage the application and award acceptance. Applications are evaluated through a structured review process that includes Basic Minimum Requirements (BMR) checks, technical evaluations based on specific scoring criteria, and an administrative compliance review. Evaluation criteria include the scope of methamphetamine issues, existing enforcement efforts, partnerships, and proposed strategies. Final award decisions, expected around September 1, 2025, are made by the Director of the COPS Office.
