Local Arts Program

The Local Arts Program is a competitive regrant initiative administered by the Cape May County Division of Culture and Heritage in partnership with the New Jersey State Council on the Arts. Established to extend state level arts funding to all counties, the program supports organizations that strengthen artistic excellence, expand access to cultural experiences, and increase community engagement in the arts. Funding is made possible through annual state appropriations and is distributed locally to ensure that residents and visitors of Cape May County benefit from diverse and high quality arts programming. The program reflects a broader statewide strategy to ensure equitable access to arts experiences across New Jersey’s twenty one counties. The primary purpose of the program is to provide financial support to nonprofit organizations, municipalities, educational institutions, and other eligible entities that offer arts programming within Cape May County. Funding is available across three categories: General Operating Support, General Programming Support, and Special Project Support. These categories collectively allow organizations to sustain ongoing operations, deliver recurring programming, or execute individual arts projects such as performances, exhibitions, workshops, and festivals. All funded activities must occur within the county and be accessible to the general public, ensuring that grant resources directly enhance the local cultural landscape. Grant funds may be used for a wide range of allowable expenses that directly support approved activities, including artist fees, staffing related to the project, marketing, venue rentals, program supplies, and professional services. However, strict limitations apply. Funds cannot be used for capital improvements, equipment purchases, debt reduction, fundraising activities, scholarships, or hospitality expenses. Additionally, certain restrictions apply to religious organizations, requiring that funded activities be separate from worship or observance. All expenses must be reasonable, necessary, and compliant with guidelines set by the New Jersey State Council on the Arts. A key requirement of the program is the mandatory matching contribution. Applicants must provide at least a fifty percent match of the requested grant funds, which may consist of cash, in kind contributions, or a combination of both. Matching funds must be verifiable and directly related to the approved project or organizational activities. This requirement ensures that applicants demonstrate financial commitment and sustainability while leveraging public funding to maximize community impact. The application process begins with a required Letter of Intent, which must be submitted and approved before applicants can access the full application. For the 2027 grant cycle, the Letter of Intent deadline is September 4, 2026, followed by a full application deadline of October 9, 2026 at 11:59 p.m. Applications are submitted electronically through the designated system and are evaluated by an independent grant review panel. The review process assesses artistic excellence, community impact, organizational capacity, and project feasibility. Final funding decisions are based on panel recommendations, available funding, and program priorities, with award notifications expected in December 2026. The grant operates on a calendar year performance period from January 1 through December 31. Funds are typically distributed beginning in February following execution of grant agreements. Awards are issued in two payments, with an initial seventy five percent disbursement followed by a final payment contingent upon submission and approval of a final report. Recipients must complete all funded activities within the grant period and comply with reporting, acknowledgment, and documentation requirements. The program is offered annually, making it a recurring funding opportunity for eligible organizations seeking to sustain or expand arts programming in Cape May County.
