The Facade/Rebate Grant Program is administered by the Coldwater Downtown Development Authority as part of a broader Building Improvement Program that also includes a Low Interest Loan Pool. The program is designed to stimulate building improvements and ongoing maintenance within the downtown area, with a strong emphasis on preserving historical significance and enhancing the unique architectural character of Coldwater’s central business district. By partnering with business owners, property owners, financial institutions, and the Historic District Commission, the program provides financial incentives that support both aesthetic improvements and long-term economic development. The rebate portion of the program functions as a reimbursement-based funding mechanism that supports facade improvement projects. While the primary focus is on exterior upgrades that improve the visual appeal and historical integrity of buildings, applicants may also include interior and structural improvements as part of a broader project scope. Eligible facade improvements include elements such as signage, lighting, masonry work, window repair or replacement, awnings, and surface treatments that enhance pedestrian experience and building visibility. Interior and structural components such as HVAC, electrical work, accessibility improvements, and fire suppression systems may also be included when tied to an overall building improvement effort. Funding is structured as a matching grant, with awards covering up to 50 percent of eligible project costs and capped at 10000 dollars per building or business within a five-year period. In exceptional cases involving significant private investment exceeding 100000 dollars, job creation, or the establishment of new businesses, higher rebate amounts may be considered at the discretion of the review committee. Funds are distributed only after project completion, verification of compliance with approved plans, and submission of paid receipts, reinforcing accountability and ensuring that improvements align with program goals. Eligibility is restricted to properties located within the Downtown Development Authority Tax Increment Financing district. Applicants must be property owners or authorized tenants, with tenant applicants required to provide written consent from the building owner. All properties must have current property taxes. Projects located within the Coldwater Historic District must comply with the Secretary of the Interior’s Standards for Rehabilitation and may require approval from the Historic District Commission. Applicants are also required to meet with program staff during the early planning phase to receive guidance on design standards, permitting requirements, and application procedures. The application process involves several structured steps. Applicants must first complete an initial consultation with program staff, after which application materials are made available. A complete submission includes a detailed project description, design plans, cost estimates from at least two qualified contractors, proof of insurance, and a full cost breakdown. Applications are submitted to the City’s Economic Development Department and are reviewed by a Building Improvement Programs Review Committee composed of local officials and development stakeholders. The committee evaluates projects based on criteria such as visual impact, historical sensitivity, compatibility with surrounding structures, job creation potential, and the level of private investment. Applications are accepted on a rolling basis, contingent upon available funding, and are reviewed at scheduled committee meetings. Once a project is approved, funds are earmarked and disbursed within approximately five weeks after project completion and documentation submission. Approved projects must generally be completed within twelve months of the award date unless an extension is granted. The program operates as an ongoing initiative subject to amendment by the Downtown Development Authority, allowing it to adapt to evolving community development priorities while continuing to support the revitalization of Coldwater’s downtown district.
