Grant Description

The Development Partnership Grant Program is administered by the Minnesota Department of Iron Range Resources and Rehabilitation, a state agency focused on strengthening the long-term economic vitality of northeastern Minnesota. Eligible applicants include cities, townships, nonprofit organizations, Tribal governments, and other governmental entities established under Minnesota statutes, provided they are located within the agency’s service area. The program encourages multi-organization collaboration to maximize impact and resource efficiency. Applicants must submit a project narrative addressing evaluation criteria, a detailed scope of work, and supporting documentation such as resolutions, financial records, and organizational information depending on the applicant type and funding request size. The application process is conducted through the FLUXX grants portal and begins with a required pre-application used to determine project eligibility. Only applicants who pass this initial screening are invited to submit a full application. Required application components include a detailed budget with matching funds, project timeline and milestones, workforce impact estimates, and disclosures related to conflicts of interest. Additional documentation such as IRS forms, audits, and organizational charts may be required depending on the applicant category and funding amount. Applications are accepted on a rolling basis beginning July 1, 2025 and continuing through May 29, 2026, or until program funds are substantially committed. Submitted applications undergo an initial eligibility review followed by a comprehensive evaluation based on criteria such as job impact, collaboration, equity and inclusion, environmental benefits, and community outcomes. Award decisions are made by the commissioner and are final. Applicants are typically notified within 60 days of review, and awarded projects must comply with reporting requirements including annual progress reports and a final report prior to final payment. The program includes strict compliance requirements related to procurement, prevailing wages, financial oversight, and reporting. Projects must align with state statutes governing contracting and labor standards, and recipients may be subject to monitoring visits and financial audits.
