Seasonal Communities Grant Program
This program provides funding to Massachusetts municipalities designated as Seasonal Communities for housing planning, development actions, and essential infrastructure projects that support housing improvements.
The Seasonal Communities Grant Program supports Massachusetts Seasonal Communities in carrying out housing-related planning, local housing development actions, and public horizontal infrastructure projects that help leverage housing development. Funded work can include housing needs assessments, zoning or bylaw revisions, planning for housing development, technical assistance or seed funding for a Year-Round Housing Trust Fund, direct support for housing development projects, and pre-construction or construction for utility, water, wastewater, street, and related infrastructure tied to planned or imminent housing improvements. This is a non-competitive, formula-based grant program for municipalities that have accepted the Seasonal Communities designation and meet program requirements. Funds are distributed on a cost-incurred reimbursement basis, and awardees must be able to fully spend grant funds by June 30, 2027. Administrative tasks, procurement-related costs, grant administration, and project management are not eligible uses.

Up to approximately $2,000,000 is available in FY2027 through a non-competitive, formula-based distribution with an anticipated minimum award of about $55,000 and a maximum award of $150,000. Funds are paid on a cost-incurred reimbursement basis, and grant funds must be fully spent by June 30, 2027.

Eligible applicants are Massachusetts municipalities that have accepted the Seasonal Communities designation and meet program requirements. Eligible projects include housing-related planning, local housing development actions, and public horizontal infrastructure work that supports planned or imminent housing development. Eligible work includes a variety of activities related to implementing the Seasonal Communities law and/or supporting communities' unique housing and community needs. Permissible activities The SCGP will award funds for: • Planning and zoning activities, including, but not limited to: o Planning activities related to housing needs assessments. o Zoning and/or bylaw revisions to implement Seasonal Communities policies. o Planning for housing development. o Ongoing planning efforts that could be further supported by this grant. • Local actions for housing development, including but not limited to: o Funding for housing development projects. o Technical Assistance to establish a Year-Round Housing Trust Fund. o Seed funding for Year-Round Housing Trust to support housing development. o Ongoing housing development efforts that could be further supported by this grant. • Public horizontal infrastructure projects to leverage housing development , including pre- construction (design/engineering documents) and/or construction related to: o Sewer lines, septic systems, and other sanitary waste disposal systems, water lines, wells, and water treatment systems; o Utility extensions; o Streets, roads, curb cuts, and other transit improvements such as crosswalks and pedestrian and bicycle ways; and o Other related horizontal infrastructure work adjacent to planned or immin ent housing improvements. o Ongoing infrastructure efforts that could be further supported by this grant.
