Deputy Sheriff Salary Supplementation Fund
This program provides financial support to county sheriff's offices in Missouri to supplement the salaries and benefits of full-time deputy sheriffs, helping to address compensation disparities and improve law enforcement retention.
The Deputy Sheriff Salary Supplementation Fund (DSSSF) is a state-administered grant program designed to address compensation disparities for county deputy sheriffs in Missouri. The fund was established through Missouri state statute (Section 57.278 RSMo) and is financed by fees collected for serving court documents, as stipulated under Section 57.280.4 RSMo. The monies are considered state funds, held in the state treasury under the custodianship of the state treasurer. The program is managed by the Missouri Sheriff Methamphetamine Relief Taskforce (MoSMART), with administrative support from the Missouri Department of Public Safety (DPS), specifically the Office of Homeland Security, DPS Grants unit. The purpose of the DSSSF is to enhance the salaries and associated employee benefits of full-time county deputy sheriffs across Missouri. It aims to support law enforcement retention by offering salary supplementation according to a tiered system based on a deputy's existing salary. The program does not replace local salary obligations but rather supplements existing compensation. For deputies earning below $31,200 annually, a flat $6,800 supplement is awarded. Deputies with salaries between $31,201 and $35,000 receive an increase to bring their total salary up to $38,000. Those earning between $35,001 and $69,999 are eligible for a $3,000 supplement, while deputies earning $70,000 or more are not eligible. Eligible applicants include Missouri county Sheriff’s Offices and county Police Departments, provided that the officers in question possess equivalent powers and responsibilities as county sheriffs. To apply, law enforcement agencies must comply with a range of state requirements. These include submitting a Vehicle Stops Report to the Missouri Attorney General per Section 590.650 RSMo, maintaining policies on custodial interrogations, intoxication-related traffic offenses, and use-of-force reporting. Agencies must also participate in Missouri’s Uniform Crime Reporting (UCR) program and the state and federal Rap Back program for officer background tracking. The only allowable uses of funding under this grant are salary supplementation and directly related benefits such as FICA/Medicare, pension contributions (e.g., LAGERS, CERF), and workers' compensation. Costs like insurance premiums and unemployment contributions are ineligible as they are not affected by salary increases. Supplanting is explicitly prohibited; the funds must not be used to replace local or state funding sources already allocated for salaries. The application process is conducted entirely through the Missouri DPS’s WebGrants system. The application period for the State Fiscal Year (SFY) 2027 DSSSF opens on April 1, 2026, and closes on May 13, 2026, at 5:00 PM CST. Required submission components include a Contact Information Form, State Requirements Form, a Certified Assurances document, a deputy roster, and a Payroll Summary attachment. Applications are only accepted through the WebGrants portal; emailed or paper submissions will not be considered. For technical and administrative questions, applicants may contact Maggie Glick (573-526-3510), Amelia Jaegers (573-522-4094), Chelsey Call (573-526-9203), Joni McCarter (573-526-9020), or Kelsey Saunders (573-522-6125). The performance period for awarded funding is set from July 1, 2026, to June 30, 2027. There is no requirement for matching funds. While this is an annual funding opportunity, applicants must apply each year to be considered for continued support.
