Competitive Equipment Grant

The Competitive Equipment Grant is administered by the Pennsylvania Department of Education through its Bureau of Career and Technical Education. This state-funded initiative is designed to support school districts and career and technical centers that operate multiple approved career and technical education programs. The program reflects the Commonwealth’s broader workforce development strategy by investing in modern instructional equipment that aligns with industry needs and prepares students for in-demand occupations. The grant operates through a competitive application process and is subject to available state funding allocations. The primary purpose of the grant is to enable eligible educational institutions to purchase or upgrade equipment used directly in student training within approved career and technical education programs. The equipment must support hands-on learning and align with employer needs, ensuring that students develop skills relevant to current workforce demands. Applicants are required to demonstrate that the requested equipment contributes to employment outcomes, including alignment with occupations that meet wage thresholds and projected job growth metrics within Pennsylvania. Funding through this program is capped at a maximum request of 85000 dollars per applicant. The funding is contingent upon availability and is distributed in a single lump sum following full execution of the grant agreement. Equipment purchases must meet strict criteria, including a minimum unit cost of 3000 dollars, durability, and long-term usability in instructional settings. Certain items such as computers, software, furniture, and infrastructure-related purchases are explicitly excluded. Equipment must also align with industry standards and be supported by recommendations from Occupational Advisory Committees. Eligibility is limited to Pennsylvania school districts that operate eight or more approved career and technical education programs, as well as career and technical centers. Applicants must demonstrate alignment with workforce needs by identifying relevant instructional program classifications, associated occupations, wage data, and projected job openings. Additional requirements include engagement with local employers, documented support from Workforce Development Boards, and validation of industry-recognized credentials tied to the training programs. The application process is conducted entirely through the Pennsylvania Department of Education’s eGrants system. Applicants must complete all required sections of the online application before submission. Following submission, applications undergo peer review and scoring based on criteria such as alignment to industry standards, workforce demand, curriculum integration, and stakeholder engagement. Successful applicants must finalize grant agreements electronically and may be required to revise project timelines before final approval. Submission of prior year performance reports is required before new funds are released. The evaluation process uses a structured scoring rubric that assesses multiple components, including occupational alignment, industry standards, credential integration, curriculum alignment with state standards, advisory committee involvement, and workforce board support. Applications must achieve a minimum score threshold to be considered for funding. Failure to meet reporting requirements from previous grants, insufficient scoring, or funding limitations may result in disqualification. The application deadline for the current cycle is February 27, 2026 at 4 pm. Additional reporting requirements include submission of a final expenditure report by June 30, 2026 and an interim performance report by July 15, 2026. The grant requires ongoing compliance with administrative, financial, and record-keeping standards, including maintaining equipment inventories and adhering to usage restrictions. The program does not require a local funding match for the 2025 to 2026 cycle, as this requirement has been temporarily waived.
