Tribal Broadband Connectivity Program
This program provides funding to Tribal governments, organizations, and colleges to expand broadband access and promote digital inclusion in Native communities across the U.S.
The Tribal Broadband Connectivity Program is administered by the National Telecommunications and Information Administration within the U.S. Department of Commerce. The program was authorized through federal legislation including the Consolidated Appropriations Act and later expanded under the Infrastructure Investment and Jobs Act. It represents a significant federal investment in closing the digital divide for Tribal communities by supporting broadband deployment and adoption activities across Tribal lands and Native communities. The primary purpose of the program is to expand access to reliable broadband service and increase adoption of digital tools that enable remote learning, telework, and telehealth. Funding supports both infrastructure deployment projects, such as building broadband networks, and use and adoption projects, such as digital inclusion programs and affordability initiatives. The program emphasizes cost-effective, scalable solutions that align with other federal investments, particularly the Broadband Equity, Access, and Deployment program, to maximize impact and avoid duplication. Grant funds may be used for a wide range of eligible activities including broadband infrastructure construction, affordable broadband programs, workforce development, distance learning, telehealth, and digital inclusion initiatives. Administrative costs are capped at two percent of the total award, and specific restrictions apply to certain activities such as device distribution and subsidy programs. The program does not require cost sharing or matching funds, although voluntary matching contributions may be considered during final selection decisions. Eligible applicants include Tribal Governments, Tribal Colleges or Universities, Tribal organizations, Alaska Native Corporations, and the Department of Hawaiian Home Lands on behalf of Native Hawaiian communities. Applicants may submit either a broadband infrastructure deployment project or a broadband use and adoption project, but not both, and are limited to a single application. Consortium applications are permitted, provided appropriate authorizations and resolutions are submitted. Applications must be submitted through Grants.gov, email, or postal mail, with online submission strongly encouraged. Required components include standard federal forms, a detailed project narrative, budget documentation, organizational information, and Tribal authorization resolutions. Infrastructure projects must also include technical documentation such as maps, network designs, and sustainability plans. Applications are evaluated through a multi-stage process including eligibility review, merit review, and programmatic review, with scoring based on need, impact, feasibility, and organizational capacity. The application deadline for this funding opportunity is September 17, 2026 at 11:59 p.m. Eastern Time. NTIA expects to begin issuing awards in Spring 2027 on a rolling basis. Award recipients must commit funds within 18 months and fully expend funds within four years, with possible extensions under certain conditions. The program is part of a broader federal effort to ensure equitable broadband access and long-term digital inclusion for Tribal communities.
