Hudson County History Partnership Program

The Fiscal Year 2027 Hudson County History Partnership Program is a Hudson County Office of Cultural & Heritage Affairs/Tourism Development grant program supported through funding made available by the New Jersey Historical Commission and the County of Hudson. The program offers matching grants to eligible nonprofit organizations located in and serving Hudson County residents. Its purpose is to strengthen and support local history organizations and programs, deepen public understanding of Hudson County and New Jersey history, and bring historical resources and programming closer to diverse and underserved communities. Funding priorities include outreach to underserved communities such as senior citizens, persons with physical or developmental challenges, culturally diverse communities, and economically disadvantaged populations; accessible and ADA-compliant programming; promotion of history in northern and western Hudson County municipalities; appreciation of history and historical programming throughout Hudson County; and expansion of the influence of Hudson County artists. The program provides two grant categories. General Operating Support, or GOS, has a maximum request of $15,000 and is available to qualifying history-related organizations for general operating and programmatic costs, with up to 15 percent of the grant permitted for administrative costs. GOS applicants must meet additional organizational capacity requirements, including at least one full-time paid staff administrator, a proven fundraising campaign, fiscal responsibility, an active governing board, and year-round programming. Program Support, or PS, has a maximum request of $12,500 and is available to history-related and qualifying non-history organizations for programmatic costs related to the history of Hudson County and its 12 municipalities. Administrative or operational costs cannot be underwritten through PS. GOS recipients may not apply for Program Support in the same fiscal year. Both GOS and PS require a one-to-one match. One hundred percent of the grant amount must be matched by the grantee, and the match may consist of any combination of cash and in-kind donations such as volunteer time, donated services, supplies, or rental space. HPP funds cannot be used for numerous specified purposes, including airline travel and hotel expenses, equipment purchases, organizational deficits, loans, projects unrelated to Hudson County or municipal history, completed project work, restoration or preservation of structures, collection purchases, capital improvements, trophies, prizes, scholarships, hospitality, food and beverages, fundraising events, field trips, school curricular or extracurricular activities, programs presented outside Hudson County, personal gain, and other expressly prohibited activities. Grant funds also may not replace an organization's existing expenditures on history programs or services. Basic nonprofit eligibility requires an organization to be based in Hudson County, serve Hudson County residents, have existed for at least one full year as of January 1, 2026, be incorporated in New Jersey, hold IRS tax-exempt status under section 501(c)(3), 501(c)(4), or 501(c)(6), and demonstrate an ability to provide history programs or services to the public. Eligible applicants include Hudson County-based nonprofit history-related organizations; qualifying nonprofit arts organizations presenting local artistic history programming; units of government in Hudson County, including schools, libraries, colleges, and universities, when providing qualifying local history programs to the general public; private nonprofit universities; and qualifying business or general nonprofit organizations presenting local history programs, services, or activities. Federal and state government agencies are ineligible, although state colleges and universities are expressly eligible. Applicants with unresolved New Jersey Historical Commission final reports, active projects funded by that Commission, failures to complete prior HPP projects within the required period, or noncompliant equal-access and nondiscrimination policies are also ineligible. Applications require substantive narratives tailored to the selected category. GOS applicants address organizational history and activities, personnel qualifications, board governance, programming decisions, inclusion of individuals with special needs, evaluation methods, long-range planning, HPP funding priorities, diversity, accessibility, and organizational finances. GOS applicants also have specified supporting-document requirements, including board meeting schedules, a qualifying independent professional letter, organizational bylaws, and other requested materials. PS applicants describe the organization and proposed project, project value and relationship to mission, goals and objectives, planning process, responsible personnel and historian qualifications, project location and dates, audiences and community demographics, promotion, a monthly project timeline, evaluation, HPP priorities, and the project's contribution to history education and public awareness. Both categories require budget narratives and line-item budget information, and applicants must explain accessibility measures for special-needs audiences. Applications are submitted through the program's application platform, with SurveyMonkey Apply support available for technical issues. HCOCHA/TD staff first review proposals for eligibility and compliance, after which independent peer professionals evaluate them on a 100-point scale. Historic Merit / Program Quality is worth 25 points, Community Impact 20, Organizational Capacity 15, Financial Sustainability 15, Budget Quality 10, Alignment with HPP Priorities 10, and Application Completeness & Clarity 5. Applications scoring below 80 points in Peer Review will not be recommended for funding. Applications scoring at least 80 advance to an Accessibility Review Panel, which may award up to 20 additional points. Final recommendations remain subject to accessibility review, available funding, and approval by Hudson County. Award letters are expected in the December-January period. Payments generally include 75 percent of the total award after required contracts and vouchers are received, with the first payment expected between January and April, and the final 25 percent after receipt of the final report and final payment vouchers. County funding is anticipated around July or August, subject to finalization of the FY27 Hudson County operating budget. The FY2027 application period opens Monday, August 17, 2026 and closes Friday, September 25, 2026. Funded programs and services run from January 1, 2027 through December 31, 2027. Final reports are indicated for the December 2027-January 2028 period, with the exact final-report date designated by HCOCHA/TD staff. Final reports must document grant and matching expenses and include required program records and at least two digital photographs of funded programming. Address the highest-weighted Historic Merit / Program Quality and Community Impact criteria directly; document qualified historians and thoughtful planning; demonstrate service to underserved populations and accessibility; present a detailed reasonable budget and credible 1:1 matching strategy; explicitly connect activities to HPP priorities; ensure every required response and attachment is complete and clear because applications below 80 peer-review points will not be recommended for funding.
