This phase evaluates communication skills, professionalism, and the feasibility and impact of the proposed project. Final awardees are selected based on combined performance across both phases. In Phase 3, recipients are invited to an in-person reception where awards are formally distributed and networking opportunities are provided. Recipients must comply with post-award requirements, including signing a grant agreement and participating in a site visit within 12 months to verify proper use of funds and document project outcomes.
