Facade Improvement Program

The City of South Haven Downtown Development Authority operates the Facade Improvement Program as part of its broader mission to promote economic growth, improve infrastructure, and enhance the visual appeal of the downtown district. Established to support the municipal development plan, the DDA uses tax increment financing to reinvest in projects that strengthen the commercial environment. The Facade Improvement Program specifically targets exterior building enhancements to improve the attractiveness, functionality, and long-term viability of properties within the designated district. The purpose of the program is to encourage property owners and business operators to undertake meaningful exterior improvements that go beyond routine maintenance. By offering financial assistance, the program aims to foster a more vibrant and welcoming downtown environment that attracts visitors, supports local businesses, and stimulates private investment. The program prioritizes projects that significantly improve building appearance, restore historic features, or enhance commercial visibility, especially those contributing to retail, recreation, and entertainment activity. Funding is provided as a reimbursement grant of up to twenty thousand dollars per project, with a required one-to-one match from the applicant. This means that recipients must cover at least fifty percent of total project costs. Eligible expenditures include exterior improvements such as window and door replacement, masonry restoration, lighting upgrades, and restoration of historic architectural elements. Ineligible expenses include interior improvements, signage, property acquisition, permit fees, professional service fees, and any work completed prior to approval. All work must be performed by licensed contractors and must demonstrate a useful life of at least ten years. Eligibility is limited to property owners and business owners located within the DDA district. Tenants may apply with written consent from the property owner. Applicants must be current on all property taxes and municipal accounts. Projects must be located within the defined downtown boundaries and comply with all applicable zoning and permitting requirements. Additional conditions include adherence to design standards and completion of the project within one year of approval, with a possible six-month extension under special circumstances. The application process requires submission of a comprehensive project package, including a written project description, detailed cost estimates supported by at least two contractor quotes, photographs of the existing facade, and visual renderings of the proposed improvements. Applicants must also provide proof of ownership or authorization, and upon approval, submit documentation such as permits, insurance, and contractor credentials before beginning construction. Applications are reviewed by the DDA Board, which evaluates proposals based on merit, alignment with program goals, and available funding. Applications are accepted beginning July 1 and are reviewed on a rolling basis, with no fixed closing date. Funding decisions are made at the discretion of the DDA Board, and projects are reimbursed after completion and final inspection. Applicants must submit proof of payment and completion documentation to receive funds, typically within thirty days of project completion. The program is recurring and subject to funding availability, with properties eligible to reapply after five years from the previous award.
