Grant Description

The Adult Redeploy Illinois - Implementation Grants program is administered by the Illinois Criminal Justice Information Authority, a state agency responsible for criminal justice policy, research, and grant administration. The program was established under the Illinois Crime Reduction Act of 2009 to incentivize local jurisdictions to reduce reliance on incarceration by supporting community-based alternatives. Through this initiative, counties and judicial circuits receive funding to supervise and rehabilitate individuals who would otherwise be sentenced to prison, with the broader goal of improving public safety outcomes while reducing correctional costs. The purpose of this funding opportunity is to expand and support local diversion programs that provide structured supervision, treatment, and rehabilitative services for individuals with probation-eligible offenses. These programs are designed to address underlying causes of criminal behavior, such as substance use disorders, mental health needs, and socioeconomic challenges. The initiative emphasizes evidence-based practices, including risk and needs assessments, cognitive behavioral interventions, and community-based support systems, all aimed at reducing recidivism and promoting reintegration into society. Funding for this opportunity totals approximately five hundred thousand dollars, with individual awards ranging from fifty thousand to five hundred thousand dollars. The performance period spans nine months, from October 1, 2026 through June 30, 2027, with the possibility of renewal for up to three years contingent upon performance and available funding. Funds may be used for personnel, treatment services, training, program supplies, participant support, and evaluation activities, while certain costs such as construction, land acquisition, and lobbying are prohibited. There is no cost sharing or matching requirement associated with this grant. Eligibility is limited to county units of government or judicial circuits that have previously implemented Adult Redeploy Illinois funded diversion programs but are not currently funded under a prior implementation grant cycle. Applicants must be registered and in good standing with the Illinois Grant Accountability and Transparency Act Grantee Portal, maintain compliance with federal and state requirements, and complete all required prequalification steps including submission of an Internal Controls Questionnaire. While nonprofit organizations and other entities are not eligible as direct applicants, they may participate as subcontractors or service providers within an approved program design. The application process requires submission through the Euna grants management system and includes several mandatory components. Applicants must complete a uniform application, submit data tables detailing prison commitments and key partners, provide letters of support from judicial and legal stakeholders, and include a logic model, implementation schedule, performance metrics, and a detailed budget narrative. Applications are evaluated based on completeness, clarity, demonstrated need, program design, evidence-based practices, cost effectiveness, and the ability to achieve a targeted reduction in prison commitments. Reviewers score proposals on a one hundred point scale, with a minimum score required for funding consideration. The application timeline includes a posting date of July 6, 2026, a question submission deadline of July 23, 2026, and a final application deadline of July 27, 2026 at five p.m. Applications must be submitted electronically and late or incomplete submissions will not be considered. Award decisions are expected in August 2026 following review by the Adult Redeploy Illinois Oversight Board. Successful applicants will then enter a grant agreement phase prior to the start of the performance period. This funding opportunity is part of a recurring state initiative that supports ongoing efforts to reduce incarceration through performance-based funding. Programs are required to achieve a twenty five percent reduction in prison commitments among a defined target population and must report regularly on performance metrics, including recidivism, employment outcomes, and treatment completion. Technical assistance and training are provided to grantees to ensure program fidelity and continuous improvement, reinforcing the state’s long term commitment to justice system reform and community-based alternatives to incarceration.
