Tribes must self-certify eligibility and may submit only one application, which can include up to three investment justifications. Subapplicants are not permitted, and applications must be submitted by authorized representatives of the tribal entity. Funding for this program is competitive, with an anticipated total allocation of approximately 14.25 million dollars. Individual awards are expected to range from 40000 to 2000000 dollars, with approximately 20 awards anticipated. There is no cost share or matching requirement. The period of performance is three years, beginning in September 2026 and ending in August 2029. Funds must be used for allowable activities tied directly to terrorism preparedness and may not be used for prohibited items such as weapons or unrelated public safety equipment. Applications must be submitted through the FEMA Grants Outcomes system. Applicants are required to maintain active registrations in SAM.gov and Grants.gov and must complete several standard federal forms along with a program-specific investment justification and eligibility certification. The application process requires detailed descriptions of proposed projects, including baseline capabilities, project management plans, and expected outcomes.
