Essential Artist Award

The East Central Regional Arts Council Essential Artist Award is a competitive grant program designed to recognize, reward, and encourage outstanding professional artists and culture bearers. East Central Regional Arts Council is an independent nonprofit regional arts agency serving Minnesota's Region 7E and supports the arts through funding from sources that include the Minnesota State Legislature and The McKnight Foundation. The Essential Artist Award activity described in these guidelines is made possible with funds provided by The McKnight Foundation. The program supports artists and culture bearers at various stages of their professional careers and is intended to advance artistic excellence and professional artistic development. The Essential Artist Award provides a fixed grant request of $9,000. Award funds may allow an artist or culture bearer to set aside time to work, purchase supplies and materials, undertake advanced study that is not related to a degree, or pursue other artistic career goals. At least one Essential Artist Award is provided annually, subject to available funding and the results of the competitive review. Grant funds cannot cover expenses incurred before the approved project start date or after the approved project end date. Equipment purchases must be part of a broader grant project and require a detailed equipment-use plan and certification that the equipment will not be sold without prior ECRAC approval. The program does not fund degree-related tuition or work, projects funded by the Minnesota State Arts Board, relocation from Region 7E, fundraising, debt incurred before the project start date, new building construction, real property, endowments, alcohol, vanity press or self-publication costs, or other activities identified as ineligible in the guidelines. Individual applicants are not required to provide matching funds, although cash, in-kind contributions, earned income, or other grants may be included and are encouraged. Eligible applicants are individual professional artists and culture bearers who are at least 18 years old and have been permanent residents for at least six months in Chisago, Isanti, Kanabec, Mille Lacs, or Pine County in Minnesota. Applicants must be U.S. citizens or permanent resident aliens, must apply as individuals in a single artistic discipline, and must be creators in the visual, literary, performing, traditional, interdisciplinary, or other artistic forms recognized by ECRAC. Applicants cannot have unacceptable or outstanding reports due to ECRAC or a misuse-of-funds determination with the Minnesota State Arts Board or a Regional Arts Council. An artist who has received ECRAC McKnight artist funding must wait two years before becoming eligible again. Artists and culture bearers generally may not have more than one active ECRAC grant at a time, except as allowed for a resiliency grant. Applications must be completed and submitted through ECRAC's online grant system. The grant portal is available through the ECRAC website and normally opens four to six weeks before the deadline. Applications and proposal materials cannot be submitted by mail, in person, or by email. Applicants must submit all required materials before 11:59 p.m. on the deadline date or the application will be ineligible. Required application materials identified in the guidelines include the online application, project budget, detailed budget explanation, work samples, and applicable attachments such as an artist resume, mentor resume, workshop details and instructor resume, or project expense documentation such as an equipment-use plan. Additional unrequested materials will not be reviewed. ECRAC offers grant workshops and technical assistance, but staff assistance does not imply or guarantee funding. ECRAC staff first review applications for completeness and eligibility, with the ECRAC Board of Directors making the final determination regarding completeness, eligibility, and funding. Applicants are strongly encouraged, but not required, to attend the public grant review meeting and may not provide additional information or presentations during the review. Artistic quality, demonstrated primarily through submitted work samples, is the primary review criterion. If the work meets high standards of artistic excellence, reviewers consider the merit and feasibility of the Essential Artist Award plan, including the anticipated impact on the applicant's career, relevance to the applicant's work, intended use of the time and funding, artistic direction, and the applicant's ability to accomplish the proposed activity. The Board makes final funding decisions by majority vote. Applicants may not communicate about their applications with board members or review panelists between the deadline and the Board's decision. For the current upcoming cycle, the application deadline is March 1, 2027. The grant portal is stated to open approximately four to six weeks before the deadline. Final approval is expected by June 30, 2027, the earliest allowable project start date is July 1, 2027, and the latest project end date is June 30, 2028. If a deadline falls on a weekend or holiday, it moves to 11:59 p.m. on the next working day. Applicants are advised that the decision process generally takes about two to three months, and allocation notifications are sent within 30 days after the final funding decision. Funded applicants must return the signed Notification of Grant Award and Request for Payment forms, along with any stipulations, within 45 days. Prioritize the strongest work samples because artistic quality is the primary review criterion; clearly explain how the proposed plan will affect the artist's career and how it relates to current work; demonstrate feasibility and ability to complete the activity; include every required attachment because incomplete applications can be ruled ineligible; do not submit unrequested extra materials; seek ECRAC technical assistance well before the deadline.
