Grant Description

The Passages of the Western Potomac Heritage Area Mini Grant Program is administered by the Canal Place Preservation and Development Authority, an independent state agency in Maryland responsible for managing and promoting the heritage resources of the Canal Place Preservation District and the broader heritage area. The program is designed to support the preservation and interpretation of historical, cultural, archaeological, and natural resources within the heritage area while also fostering economic development through heritage tourism. The heritage area itself encompasses historically significant assets in Cumberland, Frostburg, and surrounding areas, with a focus on transportation history and regional storytelling. The purpose of the mini grant program is to provide financial assistance for non capital activities that enhance public understanding and engagement with heritage resources. Eligible uses of funds include planning activities such as feasibility studies and design documents, interpretive initiatives such as signage and exhibits, and programming efforts including festivals, reenactments, seminars, and educational materials. The program explicitly prohibits the use of funds for administrative costs, salaries, food, alcohol, or capital construction projects, though some of these expenses may be used as matching contributions. Funding is awarded in amounts ranging from 500 to 5000 dollars, and all awards require a one to one cash match from the applicant. This matching requirement must be met using non state funds, and applicants must demonstrate the financial capacity to meet this obligation. Funds are disbursed only after project completion, contingent upon submission of a final report and supporting financial documentation including invoices and receipts. If a project is completed under budget, the awarded grant amount may be reduced accordingly. Eligibility for the program is limited to nonprofit organizations and local jurisdictions located within the boundaries of the heritage area. Applicants must propose projects aligned with the interpretive theme of transportation as outlined in the heritage area management plan, demonstrate collaborative partnerships, and show the ability to complete the project within the proposed timeframe. Additional requirements include being in good standing with the state of Maryland and ensuring that all funded materials acknowledge the heritage area and the Maryland Heritage Areas Authority. The application process is designed to be accessible and ongoing. Applications are accepted continuously throughout the fiscal year and are reviewed on a first come first served basis until available funding is exhausted. Applicants are encouraged to consult with the Executive Director prior to submission to ensure project alignment and eligibility. All projects must not begin prior to award notification and must be completed within the same fiscal year, with final reports due by May 31 of that year. Evaluation of applications is based on adherence to eligibility criteria and the overall strength of the proposed project in supporting heritage tourism and preservation goals. The grants committee reviews submissions and determines awards accordingly. Reporting requirements include detailed documentation of expenditures and proof of matching contributions. The heritage area reserves the right to use materials generated through funded projects for promotional and educational purposes. The grant program operates on an annual recurring cycle tied to the fiscal year, with rolling submissions and a fixed reporting deadline. While there is no strict application deadline due to the rolling nature of the program, the requirement that all projects be completed and reported by May 31 effectively serves as the closing milestone for each funding cycle. Applicants should plan accordingly to ensure timely project completion and compliance with all reporting obligations.
