Grant Description

The Continuum of Care Builds program is administered by the United States Department of Housing and Urban Development through its Community Planning and Development office. This funding opportunity is part of HUD’s broader Continuum of Care program, which is authorized under the McKinney-Vento Homeless Assistance Act. The program is designed to address homelessness nationwide by supporting the development of permanent supportive housing for individuals and families experiencing homelessness who also have disabilities. HUD’s approach emphasizes long-term housing stability paired with supportive services that enable independent living. The primary purpose of this funding opportunity is to provide capital funding for the construction, acquisition, or rehabilitation of new permanent supportive housing units. The program allocates approximately 100,000,000 dollars in competitive grant funding. These funds are intended specifically for capital costs associated with developing housing units, while allowing a limited portion of funding to be used for supportive services and administrative expenses. No more than 20 percent of each award may be used for non-capital supportive activities, and no more than 10 percent may be used for administrative costs. Certain activities such as leasing, rental assistance, and planning costs are explicitly prohibited. Eligible applicants include a wide range of public and nonprofit entities, such as state and local governments, public housing authorities, nonprofit organizations with 501(c)(3) status, tribal governments, and public institutions of higher education. Individuals and for-profit entities are not eligible to apply. Applications must be submitted through a Continuum of Care structure, meaning project proposals must be reviewed and selected by the local CoC before submission to HUD. Each CoC is generally limited to one application, with limited exceptions for tribal projects. The application process requires submission through HUD’s electronic system, e-snaps, and includes a combination of standard federal forms, budget documentation, and narrative responses aligned with specific rating factors. Applicants must demonstrate site control, financial feasibility, and alignment with the jurisdiction’s Consolidated Plan. Required documentation includes certifications, disclosures, and evidence of organizational eligibility. Applications are subject to threshold review, merit review, and risk assessment prior to final funding decisions. HUD evaluates applications based on a 100-point scoring system that includes factors such as unmet need, development experience, implementation schedule, supportive service coordination, and ability to serve targeted populations such as elderly individuals and veterans. Additional preference points may be awarded for projects located in Opportunity Zones or for policies aligned with HUD’s priorities. Projects must demonstrate readiness to proceed and the ability to complete development within specified timelines. The application deadline for this funding opportunity is July 23, 2026 at 8:00 PM Eastern Time. Awards are anticipated to be announced by September 15, 2026, with project performance periods beginning October 1, 2026 and extending up to five years depending on the selected grant term. Applicants must maintain active registrations in SAM.gov and HUD’s e-snaps system throughout the application and award lifecycle. Overall, the program reflects HUD’s strategic focus on expanding permanent supportive housing inventory, leveraging cross-sector partnerships, and addressing the complex needs of homeless populations with disabilities. By prioritizing capital investments and coordinated service delivery, the program aims to create sustainable housing solutions that reduce homelessness and improve long-term outcomes for vulnerable individuals and families.
