The Illinois State Board of Education administers the Computer Science Equity Grant Program as part of its broader mandate to support equitable access to high-quality education across the state. Established under Public Act 103-0264, this competitive grant initiative is designed to address disparities in access to computer science education and ensure that all students, particularly those underrepresented in the technology workforce, have meaningful opportunities to engage in rigorous computer science learning. The primary purpose of the grant is to expand and enhance computer science programming in K-12 public schools throughout Illinois. The program emphasizes equitable access, requiring applicants to demonstrate how they will reduce barriers and increase participation among underserved student populations. There are restrictions on spending, including a cap that no more than 80 percent of funds may be used for equipment and materials. Additionally, at least five percent or $2,000 of awarded funds must be allocated toward training educators such as teachers, counselors, and principals. Professional learning activities must occur outside of the contractual school day to be eligible for reimbursement. The program also requires that educators be properly trained to use any purchased technology, ensuring that investments in equipment are effectively utilized. Eligibility is limited to specific public and educational entities, including school districts, charter schools, regional offices of education, intermediate service centers, area vocational centers, and public or state higher education institutions. Applicants must complete prequalification requirements through the Illinois Grant Accountability and Transparency Act system, including registration in SAM.gov, obtaining a Unique Entity Identifier, and maintaining compliance with various federal and state eligibility standards. Joint applications are permitted but require a formal memorandum of understanding outlining roles, responsibilities, and financial arrangements among participating entities. The application process requires submission of a comprehensive proposal package that includes a uniform application form, program narrative, objectives and activities, evaluation design, budget documentation, and supporting materials. Applications must be submitted electronically by August 3, 2026 at 5:00 PM. Late or incomplete applications will not be considered. A technical assistance session is offered but not mandatory, with a recorded webinar made available to applicants. All submissions are evaluated through a merit-based review process that assesses need, capacity, quality, sustainability, and cost-effectiveness, with additional priority points awarded for serving underrepresented populations. The grant period begins no earlier than January 1, 2027 and extends through June 30, 2027 for the initial year, with the possibility of renewal for up to two additional years contingent on performance and funding availability. Award decisions are expected approximately 90 days after the application deadline, and funding is distributed based on application scores and available appropriations. Grantees are required to submit quarterly expenditure reports, mid-year reports by December 31, and annual reports by September 30, detailing program progress, outcomes, and sustainability efforts.
