Funding under this program provides up to 350000 dollars per award over a maximum period of two years, inclusive of indirect costs capped at 15 percent of direct costs. Allowable expenses include salaries, equipment, supplies, consultant services, collaboration expenses, and limited domestic travel, while international travel is explicitly prohibited. Funds must primarily support work conducted within Maryland, and personnel costs for out-of-state collaborators are not allowable. The program does not require cost sharing or matching funds. Eligibility is limited to researchers affiliated with Maryland-based public or private nonprofit institutions, including universities, research institutes, and medical centers, excluding federal laboratories. Applicants must either be within five years of starting a tenure-track or equivalent position or be established researchers new to the stem cell field without prior funding or significant publication history in this area. Applicants must not have previously received funding from any MSCRF program, and the proposed project must not be funded by other sources. Applications must be submitted through the MSCRF online portal and include a comprehensive set of materials such as a research plan, project summary, biosketches, budget justification, and detailed responses to structured web form questions. Additional required components include data sharing strategies, bioethics documentation, and collaboration plans where applicable. Strict formatting and page limits apply, and noncompliant applications are rejected without review. The submission deadline for the current cycle is June 23, 2026 at 5 PM Eastern Time. Applications undergo an initial compliance review followed by scientific peer review and evaluation by an external committee. Final funding decisions are made by the Maryland Stem Cell Research Commission, with award announcements expected in September 2026. Successful applicants must complete regulatory approvals before funds are released and adhere to reporting requirements including mid-term and final reports. The program operates on a recurring cycle with funding opportunities typically released twice annually, in mid-January and mid-July.
