City of Lafayette Opioid Settlement Grant Program

The City of Lafayette Opioid Settlement Grant Program is a local funding opportunity supported by Restricted Opioid Funds received through national litigation settlements with pharmaceutical companies. Grant funding is not intended to provide unrestricted general operating support. However, personnel, supplies, equipment, and other operating expenses may be supported when they are directly attributable to an eligible program or service and are consistent with approved uses. The City will independently determine whether a proposed use is permitted, and an applicant's selection of an Exhibit E approved-use category does not itself establish eligibility or guarantee funding. Governmental entities, nonprofit organizations, educational institutions, healthcare providers, and other organizations capable of carrying out an eligible opioid-abatement program or service may apply. Individuals are expressly ineligible. Proposed programs and services must primarily benefit residents of the City of Lafayette. Programs that operate across a broader geographic area may still qualify when the applicant demonstrates a clear and identifiable benefit to Lafayette residents and explains how City grant funds will be used to support that benefit. The City has not established specific funding priorities for this grant cycle and will consider all eligible proposals in determining the combination of programs and services that can best advance local opioid-abatement efforts. The City anticipates making up to $430,000 in Restricted Opioid Funds available through the program, but it reserves the right to award all or only a portion of those funds. No individual minimum or maximum award amount and no specific number of awards are stated. The City may award an applicant less than the amount requested based on available funding, the proposed use, community needs, other available resources, and overall funding considerations. If a reduced award is offered, the applicant must submit a revised program scope and budget reflecting the proposed award amount for City review and approval before a grant agreement is prepared. Considerations include alignment with approved uses of Restricted Opioid Settlement Funds, community need and anticipated impact, clarity and feasibility, organizational capacity and experience, reasonableness of the requested funding and budget, measurable outcomes and the ability to evaluate effectiveness, coordination with existing community services and partners, other available funding, meaningful additional benefit to the community, and past performance under prior City opioid settlement grants when applicable. Successful applicants must enter into a grant agreement, use funds only for approved purposes, maintain expenditure documentation, provide required program and financial information, submit periodic reports on expenditures, services, and outcomes, and return funds not expended for an approved purpose during the applicable grant period unless otherwise authorized.
