Operating Support Grant Program

The Operating Support Grant Program is administered by the Arrowhead Regional Arts Council, a regional arts funding body in Minnesota supported through state appropriations and the Arts and Cultural Heritage Fund established by the Clean Water, Land, and Legacy Amendment. The council distributes public funds to strengthen arts access, sustainability, and community impact across its service region. This program is specifically designed to provide unrestricted operating support to arts organizations, enabling them to maintain and expand their core programming and infrastructure. The purpose of the Operating Support Grant is to ensure that arts organizations in the Arrowhead region have sufficient financial resources to sustain operations and deliver meaningful arts experiences. The grant emphasizes long term outcomes such as increased public participation in the arts, improved accessibility and affordability of arts programming, and enhanced cultural engagement in underserved communities. Organizations are expected to align their proposed outcomes with these broader goals while also defining measurable internal objectives tied to their mission and priorities. Funding through this program provides up to 15000 dollars in unrestricted support for general operations, with an additional optional Accessible Arts funding opportunity of up to 2000 dollars. This supplemental funding is intended to support disability related access improvements, such as accessibility training, infrastructure upgrades, or assistive technologies. Allowable expenses include administrative costs, staffing, supplies, and programming support. However, funds cannot be used for certain restricted activities such as political advocacy, capital improvements unrelated to accessibility, or expenses incurred outside the defined grant period. Eligibility is limited to arts focused organizations operating within the Arrowhead Regional Arts Council service area, which includes seven counties and five Tribal Nations in Minnesota. Applicants must be nonprofit entities, fiscally sponsored groups, or arts affiliates, and must have operated for at least one full fiscal year with available financial statements. Additional requirements include residency within the service region for at least six months prior to application and throughout the grant period, and compliance with all prior grant reporting obligations. Organizations receiving similar operating support from the Minnesota State Arts Board during the same fiscal year are not eligible. The application process is conducted through an online grants management system and follows a structured sequence including drafting, optional staff feedback, submission, eligibility review, panel evaluation, and final board approval. Applicants must submit their materials before the stated deadline and may request advisory support from council staff prior to submission. Evaluation criteria include artistic vision, community impact, organizational ability, and the strength of proposed evaluation methods. Applications are reviewed by panels of arts professionals who score submissions and make funding recommendations. Key dates for the program include an application opening on August 3, 2026 and a submission deadline of September 13, 2026. The review process occurs in late October, with funding decisions finalized in mid November and notifications issued shortly thereafter. The project period spans from January 1, 2027 through December 31, 2027. The full application and award process may take up to six months, and funded projects typically require ongoing reporting and documentation for several years following completion.
