The EducationUSA Malaysia program is a federal funding opportunity administered by the U.S. Embassy Kuala Lumpur, Public Diplomacy Section, under the U.S. Department of State. The primary purpose of the funding opportunity is to maintain and operate at least three EducationUSA advising centers located in the Klang Valley, Penang, and East Malaysia. These centers are expected to provide accurate, comprehensive, and current advising related to studying in the United States. The implementing organization must coordinate closely with the Higher Education Coordinator at the U.S. Embassy Kuala Lumpur and support advising activities over a period of up to three years. Required activities include individual and group advising, education fairs, presentations at schools and universities, webinars, outreach visits, bootcamps, and engagement programs with alumni of U.S. institutions. The program places strong emphasis on increasing the number of Malaysian students advised by EducationUSA, increasing participation in EducationUSA events, and ultimately increasing enrollment of Malaysian students at U.S. colleges and universities. Applicants are also encouraged to collaborate with Malaysian educational institutions, scholarship organizations, counselors, alumni networks, and American Spaces. Eligible applicants include nonprofit organizations, public and private educational institutions, public international organizations, and governmental institutions. The NOFO specifically excludes projects involving partisan political activity, charitable assistance, construction, direct social services, lobbying, commercial ventures, scientific research, institutional development, fundraising, and religious programming. Cost sharing is encouraged but not required. All organizational applicants must maintain an active SAM.gov registration and possess a Unique Entity Identifier. Foreign organizations that do not seek Department of Defense awards are not required to maintain an NCAGE code. Applicants are advised that SAM.gov registration may require four to eight weeks to complete and must remain active throughout the application review and award performance period. Exemptions from SAM.gov requirements may be considered on a case-by-case basis if requested at least two weeks before the deadline. The total available funding for the program is up to $224,000 with one to two awards anticipated. Proposed projects may last up to three years and projects are expected to begin around August 26, 2026. Allowable budget categories include personnel, fringe benefits, travel, equipment, supplies, consultants, contractual costs, direct costs, and indirect costs. However, the NOFO specifically prohibits using funds for airfare to or from the United States, activities conducted in the United States, scholarships, construction, large durable equipment purchases, alcohol, entertainment, direct welfare or humanitarian services, gifts, partisan political activities, and institutional development expenses. Applicants may request indirect costs using a negotiated indirect cost rate agreement or up to 15 percent of modified total direct costs if they do not have an established NICRA. The program also includes extensive branding requirements, including mandatory use of Department of State branding guidance and Freedom250 logos in program materials and communications. The submission process requires applicants to submit mandatory federal forms including the SF-424, SF-424A, and SF-424B, along with a detailed proposal narrative of no more than 15 pages. The narrative must include a proposal summary, organizational background, problem statement, methods and activities, timeline, staffing plan, partner information, beneficiary estimates, communications strategy, and monitoring and evaluation plan. Applicants must also provide a detailed line-item budget and budget justification narrative explaining how requested costs support program goals and objectives. Required attachments include resumes for key personnel, letters of support from partners, proof of nonprofit status where applicable, proof of registration, and indirect cost documentation if relevant. Applications may be submitted electronically through Grants.gov or MyGrants. All documents must be in English, use U.S. dollars, include page numbers, and follow specified formatting requirements. Applications will be evaluated using a point-based review system emphasizing relevance to the EducationUSA mission and U.S. foreign policy priorities, organizational capacity, project planning, local partnerships, monitoring and evaluation, communications planning, and budget quality. Reviewers will consider whether applicants demonstrate understanding of the Malaysian educational landscape and the barriers Malaysian students face when pursuing U.S. higher education opportunities. Additional consideration is given to advising center operations, outreach strategies, measurable outcomes, alumni engagement, and partnerships with educational stakeholders. The Department of State may impose additional monitoring requirements or special award conditions on organizations determined to be high risk. Selected applicants will generally receive notification within 120 days following the application deadline. The application deadline is June 1, 2026 at 11:59 p.m. GMT+8.
