Dairy Processor Modernization Grant

Eligible dairy processors must transform milk or dairy components into consumable products, be headquartered and operate within the region, source inputs locally, and hold a license permitting interstate sales. Dairy brands that rely on co-packing arrangements are also eligible, provided they own their product formulations and work with licensed processors. White-label retailers are explicitly excluded. Applicants must also demonstrate compliance with licensing standards prior to award. Funding is structured across two tiers based on processing volume, with Tier 1 awards ranging from seventy-five thousand to two hundred fifty thousand dollars and Tier 2 awards ranging from fifteen thousand to one hundred fifty thousand dollars. The total program funding is one million dollars, divided approximately equally between the two tiers. A minimum matching contribution of twenty-five percent of the requested grant amount is required and may consist of cash or in-kind contributions. Projects typically span nine to fifteen months, with funds disbursed in three installments tied to project milestones and reporting requirements. The application process has been structured as a two-stage system due to high demand. Applicants must first submit a pre-application during the initial application window, after which a subset of applicants will be invited to submit a full application. The process requires registration in the WebGrants system, submission of detailed project descriptions, budgets, and supporting documentation, including quotes for equipment and letters of commitment or support. Applications are evaluated by a multi-state advisory committee based on criteria such as project feasibility, alignment with program goals, expected impact, and completeness of documentation. The 2026 application timeline begins with the release of the Request for Applications in early June, followed by a pre-application period from June 25 through August 13, 2026. Selected applicants will be invited to submit full applications in the fall, with an anticipated submission window from September through November 2026. Award notifications are expected after review, with project implementation beginning shortly thereafter.
