Hudson County Local Arts Program
This grant provides financial support to nonprofit organizations in Hudson County, New Jersey, to enhance the local arts community and deliver high-quality cultural experiences, particularly for underserved populations.
The Hudson County Local Arts Program is a Fiscal Year 2027 grant program administered by the Hudson County Office of Cultural & Heritage Affairs/Tourism Development, with funding made available through the New Jersey Department of State - State Council on the Arts and the County of Hudson. The program supports nonprofit organizations located in and serving Hudson County, New Jersey, with the broader purpose of strengthening the county's arts community and providing high-quality cultural experiences for residents. Eligible applicants generally must be based in Hudson County, serve Hudson County residents, have existed for at least one full year as of January 1, 2026, and be a New Jersey nonprofit recognized by the IRS under section 501(c)(3), 501(c)(4), or 501(c)(6). Applicants must be arts organizations or nonprofit organizations presenting public arts programming and must be able to meet any applicable matching requirement. Arts-only organizations may seek Program Support, General Operating Support, or Technical Assistance, subject to the multiple-application rules. Non-arts organizations, including qualifying schools, hospitals, religious institutions, social service agencies, and fraternal organizations, may seek Program Support. Schools or school organizations may apply for Program Support for programs open to the public, including public arts programming, community arts events, public exhibitions, and public performances, but not curriculum, scholarships, tuition, or school supplies. Three grant categories are offered. General Operating Support has a stated maximum request of $15,000 and is available to arts-only organizations demonstrating sustained artistic excellence and organizational capacity. Eligible costs include general operating and programmatic expenses, with up to 15 percent of the grant permitted for administrative costs. General Operating Support recipients must provide a 1-to-1 match, with at least 25 percent of the match in cash. Program Support is available to arts-only and non-arts organizations for costs associated with specific arts programs, exhibits, or related program series, including space rental, advertising, artist fees, props, and eligible marketing expenses. The category page labels the maximum request as $12,000, although its requirements text separately states that applicants may request up to 50 percent of eligible project costs up to a maximum of $14,000; applicants should verify this discrepancy with HCOCHA/TD. Program Support requires a 1-to-1 match that may consist of cash, qualifying in-kind contributions, or a combination. Technical Assistance has a maximum request of $4,000, is limited to arts-only organizations demonstrating a genuine need for nonprofit administrative development, and does not require a match. Grant funds may not support primarily AI-generated programs, projects, exhibitions, performances, publications, artwork, or other creative content; most administrative salaries outside the defined General Operating Support allowance; airline travel or hotel expenses; capital improvements; equipment purchases; school curricular or extracurricular activities; field trips; programming outside Hudson County; loans; primarily religious, sectarian, social welfare, or health education programming; acquisition or restoration of art or historic property; specified events such as parades and religious feasts; fundraising; cash prizes, scholarships, or tuition; personal gain; organizational deficits; hospitality; or food. Applicants must also address accessibility. Every applicant must develop an ADA Organizational Plan covering 2026, 2027, and 2028 using the HCOCHA/TD chart template and address accessibility of facilities, communications, digital content, programming, outreach, publications, and neighborhood access. Failure to submit a detailed ADA Organizational Plan makes an applicant ineligible for funding. Applications require a narrative appropriate to the selected grant category as well as both a budget narrative and line-item budget. General Operating Support applicants address organizational personnel, governance, programming decisions, inclusion, evaluation, long-range planning, LAP priorities, and audience diversity. Program Support applicants describe the proposed programming, inclusion of artists with special needs, measures of success, audience diversity, and participating Hudson County artists, performers, or instructors. Technical Assistance applicants explain the specific administrative need, the proposed assistance, its long-term organizational value, and other funding sources. Additional category-specific documentation applies, including board schedules, bylaws, and an independent professional letter for General Operating Support and consultant qualifications, references, and a letter of intent or scope of services when applicable to Technical Assistance. HCOCHA/TD staff first review proposals for eligibility and guideline compliance, after which an independent peer panel evaluates eligible applications. The 100-point peer review includes Artistic Merit/Program Quality at 25 points, Community Impact at 20, Organizational Capacity at 15, Financial Sustainability at 15, Budget Quality at 10, Alignment with LAP Priorities at 10, and Application Completeness and Clarity at 5. Applications scoring below 80 points are not recommended for funding. Applications reaching at least 80 points advance to an Accessibility Review Panel, which may award up to 20 additional points. Final recommendations remain subject to accessibility scoring, available funding, and County approval. The FY2027 application opens Monday, August 17, 2026 and closes Friday, September 25, 2026. Funded programs and services run January 1 through December 31, 2027. The published timeline anticipates evaluations and peer review in October-November, award letters in December-January, vouchers and contracts in January-February, and an initial payment equal to 75 percent of the total award between January and April. County funds are expected in July-August, subject to the finalized county budget, and final reports are due in January 2028, with the remaining 25 percent paid following receipt of the final report and final payment vouchers.
