Rebuild Alabama Act Annual Grant Program
This program provides funding to Alabama's county and municipal governments for transportation projects that improve public roads and bridges.
The Rebuild Alabama Act Annual Grant Program is administered by the Alabama Department of Transportation for eligible governmental sponsors in Alabama. The program was established by Legislative Act 2019-2 and allocates no less than $10 million annually for eligible transportation projects identified by ALDOT during a fiscal year. For the fiscal year program described in the source, total program funding is $15 million. The maximum total RAA Annual Grant request is therefore $350,000, consisting of $250,000 with no match plus up to $100,000 requiring local match. RAA Annual Grant funding may only be used for eligible construction activities. Preliminary engineering, right-of-way, utility relocation, construction engineering and inspection, and materials testing are not eligible. Projects must be let to competitive bid, although valid eligible in-place bids may be used if awarded under required competitive bid laws. Force account construction is not allowed. No work may be completed before ALDOT issues an award letter, and work completed before award may disqualify the application from award or payment. Awarded funds are issued to the sponsoring agency after ALDOT receives either a Notice of Award from the sponsor to the contractor or a purchase order issued against a valid eligible in-place bid contract. Funds requiring local match are issued based on a 50/50 share according to the actual bid amount or submitted purchase order invoices. Awarded funds may not be transferred to another project and must be used for improvements consistent with the original application. Funds are available for one year from the notice of award and may be rescinded if the project is not let to contract or a valid purchase order is not issued within that period.
