Loudoun County Human Services Nonprofit Grant Program
This program provides financial support to nonprofit organizations in Loudoun County to deliver essential services that improve the safety, health, and independence of vulnerable and underserved residents.
The Loudoun County Human Services Nonprofit Grant Program is administered by the Loudoun County Government through its Department of Finance and Procurement. This local grant initiative supports nonprofit organizations that deliver health and human services to underserved and disadvantaged residents of Loudoun County. The primary aim is to improve coordination between the county and nonprofit partners while ensuring that local tax dollars are used effectively to achieve documented positive outcomes in safety, health, security, and independence for individuals and families. The program funds a wide array of services that strengthen the community’s health and human services infrastructure, with an emphasis on meeting critical needs. Eligible applicants may pursue one of two tracks. The standard application track allows organizations to request funding between $5,001 and $113,000, and if sufficient funding is available, awards will be determined proportionally based on application scores. The mini-grant track, capped at $5,000, offers a simplified application process, and applicants meeting the scoring threshold will receive the full amount requested, subject to funding availability. To qualify, applicants must be IRS-recognized 501(c)(3) nonprofit organizations in good standing with the Virginia State Corporation Commission. They must submit three years of IRS Form 990s and demonstrate alignment with the county’s areas of need. Applicants already funded by other local tax dollar sources through County Health and Human Services departments are not eligible. Faith-based entities must demonstrate they are not controlled by religious institutions and that their programs are secular in nature and inclusive of all eligible participants regardless of religious affiliation. The application window opened on November 1, 2024, at 12:00 PM EDT and will close on October 30, 2025, at 4:00 PM EDT. A technical assistance session was held on November 8, 2024, to support applicants, and a recording of the session is available through the County’s grant website. All questions had to be submitted by November 29, 2024. Applications must be submitted through the designated grant portal before the close date and must include a budget aligned with the County’s requested funding portion, complete with cost breakdowns and justifications. Awards will begin on July 1, 2025, and conclude on June 30, 2026. While the grant is labeled for the FY 2026 cycle, the program is recurring and expected to be offered in future years. As such, prospective applicants are advised to check back in August 2026 for the anticipated next cycle. The program is managed by Barb Lawrence, who serves as the opportunity manager and point of contact via the County’s nonprofit grants email address: nonprofits@loudoun.gov.
