Applicants must demonstrate capacity to manage federal funds, comply with reporting requirements, and execute complex technology projects. The application process requires submission through the federal grants portal and includes standard federal forms, a detailed project narrative, budget documentation, and an activities and indicators tracker. Applicants must outline their proposed technology solution, implementation strategy, staffing plan, and evaluation metrics.
