Grant Description

The Sumners Foundation is a private philanthropic organization dedicated to advancing the understanding and practice of democratic self government in the United States. The Foundation focuses on educating and engaging both the general public and current and future leaders in civic processes, democratic principles, and public policy. Its mission is rooted in strengthening democracy through education, leadership development, and active participation in governmental systems. The Foundation operates as a nonpartisan entity and explicitly prohibits the use of its funds for political or propaganda purposes. The grant program supports a range of initiatives designed to foster civic engagement and democratic literacy. Funded activities include programs that provide hands on involvement in the political process, such as democracy reform initiatives, civic education programs, mock legislative sessions, and public policy conferences or seminars. Additionally, the Foundation prioritizes teacher training related to founding documents and democratic principles, as well as academic contests and youth focused programs that cultivate leadership and civic responsibility among students, educators, and emerging professionals. Funding is restricted to specific programmatic uses and cannot be applied toward indirect costs or general operating expenses. All grant funds must be used strictly for the purposes outlined in the approved proposal. The Foundation reserves the right to request periodic progress reports and financial certifications to ensure compliance, and it may audit recipient records related to funded activities. Grants are typically one time awards, and there is no guarantee of continued or multi year funding unless explicitly approved by the board of trustees. Eligibility is limited to organizations that are qualified as tax exempt under Section 501(c)(3) of the Internal Revenue Code. The Foundation does not provide funding directly to individuals, nor does it offer loans, fellowships, or grants in aid outside of structured scholarship programs. While the Foundation occasionally supports programs in a broader regional footprint, its primary geographic focus is on Texas, New Mexico, and Oklahoma, with limited funding available in nearby states such as Louisiana, Arkansas, Kansas, Nebraska, Colorado, and Missouri. The application process is conducted entirely through an online portal, and submissions via email, fax, or mail are not accepted. Applications are accepted annually between January 1 and August 1, with a strict submission deadline of 5:00 PM Central Time on August 1. Proposals submitted after this deadline are not considered. Once submitted, applications are reviewed by the Foundation’s trustees based on alignment with mission, program quality, funding needs, geographic relevance, and availability of funds. Final funding decisions are made in October or November, and applicants are notified of the outcome following the trustees’ review. Successful applicants typically receive funding distributions in December. The Foundation encourages applicants to review its statement of purpose and ensure alignment prior to submission, as not all applications can be funded. The grant program operates on an annual cycle, and applicants may reapply in future cycles if not selected.
