SHSP Grant

The State Homeland Security Program supports Wyoming efforts to build, sustain, and deliver capabilities needed to prevent, prepare for, protect against, and respond to terrorism and other complex threats. The program funds risk-driven, capabilities-based investments that help address security gaps and maintain existing homeland security capacity. Current investment areas include cybersecurity for government entities, protection of soft targets and crowded places, intelligence and information sharing across jurisdictions, domestic terrorism and violent extremism prevention activities, and community preparedness and resilience initiatives. Eligible applicants are state agencies, local units of government, tribal governments, and other special districts in Wyoming.

Demonstrate a clear nexus to preventing, preparing for, protecting against, or responding to terrorism. Align each IJ and project with core capabilities and identified THIRA/SPR capability gaps. Explain expected outcomes and long-term impact where applicable. Show project feasibility and ability to complete work within the three-year period of performance. Include clear milestones and accurately identify LETPA and NPA contributions. Ensure the required 35 percent LETPA allocation, 30 percent NPA allocation, 3 percent election security minimum, 10 percent border crisis response and enforcement minimum, and required fusion center project are addressed where applicable.
