Funding is provided through a reimbursement-based structure, meaning awardees must first incur eligible expenses and then submit documentation for reimbursement. Applicants may request funding at one of three tiers: 25000, 50000, or 100000 dollars. Total program funding is anticipated to be approximately 500000 dollars, distributed across a limited number of competitive awards. Eligible uses of funds include equipment and minor facility improvements directly tied to food retail operations, such as refrigeration units, shelving, point-of-sale systems, SNAP-related equipment, and food safety upgrades. In contrast, ineligible uses include land acquisition, new construction, major renovations, debt refinancing, and general operating expenses. Eligibility is restricted to entities directly involved in food retail or food access support within New Mexico. This includes grocery stores, small and independent markets, farmers markets, food cooperatives, mobile markets, Tribal food enterprises, nonprofit organizations, food hubs, and local governments supporting food retail access. Applicants must either currently accept SNAP benefits or demonstrate active efforts to obtain SNAP authorization. Additionally, applicants must show operational readiness and the ability to complete the proposed project within the defined project period. The application process begins with the submission of a Letter of Interest, which serves as an initial screening step to determine alignment with program goals. The Letter of Interest must be submitted through the Submittable online platform. Selected applicants are then invited to submit a full application with more detailed project information, budgets, and supporting documentation. The program encourages applicants to prepare narrative responses in advance and maintain records of submitted materials. The timeline for the funding cycle includes a Letter of Interest opening on July 1, 2026, with a submission deadline of July 15, 2026. Invitations to submit full applications are expected beginning July 22, 2026, with full applications due by August 5, 2026. The anticipated project period runs from October 1, 2026, through March 31, 2027, with final reimbursement documentation due by April 1, 2027. Applications are evaluated based on eligibility, alignment with program goals, demonstrated community need, project feasibility, and the applicant’s capacity to implement the project successfully. The program also aligns with a broader five-year partnership aimed at strengthening New Mexico’s food system through both grants and access to financing. While financing options such as bridge loans are available through partner organizations, they are not required for participation. However, applicants demonstrating readiness to leverage additional financing may receive favorable consideration during the evaluation process.
