Applications must be submitted by teams of at least two alumni, with one designated as the team lead, and teams may include U.S. citizen alumni provided they do not serve as lead and that at least two non-U.S. citizen alumni are included. Alumni associations may also apply. While organizations such as nonprofits or universities cannot apply directly, they may participate as implementing partners. Cost sharing is encouraged but not required, and organizations must maintain a valid registration in SAM.gov and possess a Unique Entity Identifier if applicable. The application process requires submission of specific federal forms and a detailed proposal using designated templates. Applicants must provide a comprehensive narrative including a project summary, organizational background, problem statement, program design, timeline, key personnel, partnerships, and a monitoring and evaluation plan. A detailed budget and justification are also required, along with optional supporting materials such as letters of support or prior project documentation.
