State Domestic Violence Grant Program

The Georgia Criminal Justice Coordinating Council, or CJCC, is the state administering agency designated by the Governor of Georgia for criminal justice and victim assistance programs and is responsible for fiscal and programmatic oversight of the Domestic Violence Grant Programs. Through the State Domestic Violence Grant Program, CJCC is soliciting continuation applications from current state-certified domestic violence shelter programs. The funding source is the Georgia State Appropriations Grant. The purpose of the program, as described under O.C.G.A. 19-13-22, is to provide intervention services, awareness, and education to Georgia citizens concerning domestic violence prevention strategies intended to change community attitudes. The target population is victims of domestic violence and their children. Funded programs may provide residential and non-residential domestic violence services. Core intervention activities identified by CJCC include safe and confidential shelter staffed 24 hours a day, a 24-hour crisis line, service planning and case management, safety planning, structured children's activities, individual and group counseling and peer support, legal and medical advocacy, social service and financial advocacy, household establishment services, transportation access, follow-up, TANF assessments, parenting support and education, non-residential support services, and community outreach and awareness. Allowable budget categories include personnel and fringe benefits, travel, qualifying equipment, supplies, printing, office and operating costs, consultant fees, and contracts. Examples include client assistance and transportation, background investigations, computer software, evaluation contracts, telecommunications, training registration, and allowable rent and utilities. Funds must supplement existing resources and may not supplant funds already appropriated for the same purpose. Prohibited costs and activities include land acquisition, bonuses or commissions, costs outside the award period, construction and capital improvements, grant preparation fees, late fees, military-type equipment, direct payments to victims, organized fundraising, political activities, and direct services that teach or promote religion. No cost-share or matching requirement is stated in the RFA. Awards are limited to FY 2027 continuation recipient organizations providing domestic violence services. The detailed eligibility section states that an applicant must be a 501(c)(3) nonprofit organization or a public government entity, serve as fiscal agent and CJCC point of contact, assume responsibility for financial and programmatic reporting, meet applicable certification requirements, and have been recognized as a state-funded certified Domestic Violence Shelter in SFY26. The RFA also addresses LVAP 5 percent certification and, where applicable, Human Trafficking Victim Assistance Organization certification. The cover and application instructions indicate that an agency lacking required certification may apply but must complete applicable certification requirements before drawing down grant funds. Applicants must also satisfy requirements involving criminal background checks for direct-service and outreach personnel, internet security when applicable, fiscal accountability, nondiscrimination and civil rights compliance, confidentiality, assistance with victim compensation, and applicable assurances and certifications. Applications must be submitted electronically through CJCC's IGX Grants Management System. Applicants select the 2027 State Domestic Violence Grant Program opportunity and complete the required application forms. Application information includes agency and implementing-agency data, the organization's Unique Entity ID, certification information, designated Project Director, Financial Officer, and Authorized Official, service area and congressional districts, language access information, project activities, satellite locations, counseling and shelter information, certified and actual bed counts, staffing levels, agency fiscal-year information, and program budgets. Narrative questions address participation in Domestic Violence Task Forces or other community collaborations, proposed community outreach and awareness, delivery of identified core domestic violence services, use of evaluation data, sustainability and other funding sources, ability to maintain at least 90 days of cash for the project, fundraising activity, and other grant applications. Required attachments are the Budget Narrative, Detailed Budget Worksheet, Organizational Chart, and Full Operating Budget. Supporting documentation for budgeted items and materials such as protocols, memoranda of understanding, and letters of support are identified as optional. CJCC staff review proposed budget items for allowability, justification, and reasonableness. Applications may be reviewed by CJCC staff, the Victim Assistance Grants Committee, and the Council, and CJCC retains discretion to decline funding for an application or any portion of it. Applicants are instructed to submit complete and accurate information and to have the Authorized Official finalize submission in IGX. If more than one application is submitted for the same agency, CJCC will accept only the most recent application. Following award, grantees must comply with financial and program reporting requirements, including monthly or quarterly Subgrant Expenditure Requests, quarterly program data reporting through CaseWorthy or another CJCC-designated database, community awareness and outreach reporting, safety and resource-knowledge outcomes, and other performance deliverables. Compliance monitoring may include site visits or desk reviews. The RFA was released August 7, 2026, and applications are due by 5:00 p.m. on Friday, August 28, 2026. The grant award period is July 1, 2026 through June 30, 2027. No separate letter of intent, concept paper, pre-proposal, or other pre-application gating deadline is stated, and no award notification date is provided. Award amounts are agency-specific continuation allocations listed in Appendix B, ranging from $401,497 to $944,198 among the 47 listed agencies, with total recommended allocations of $26,134,672. Funding remains dependent on the receipt and availability of appropriated funds, and CJCC may reduce or terminate awards if state appropriations are reduced or eliminated.
