The Municipal Vulnerability Preparedness (MVP) Action Grant is a funding initiative led by the Massachusetts Executive Office of Energy and Environmental Affairs (EEA). This grant supports municipalities and eligible partners in implementing priority climate adaptation actions identified through a local planning process. The primary goal of the MVP Action Grant is to provide financial resources for projects that address the impacts of climate change, including extreme weather events, inland and coastal flooding, sea level rise, severe heat, and related environmental hazards. To be eligible for this grant, applicants must have completed the Community Resilience Building (CRB) process through the MVP Planning 1.0 program or an EEA-approved equivalent, thereby earning the โMVP Communityโ designation. Regional partnerships are also encouraged, provided the lead applicant holds MVP status. Other eligible entities include Commonwealth political subdivisions, commissions, boards, authorities, and tribal governments. These applicants must align proposed projects with the priorities outlined in an MVP-approved municipal climate resilience plan and submit letters of support from relevant municipalities. The MVP Action Grant is administered through the Environment & Climate One Stop (ECO One Stop) application portal, which simplifies access to multiple climate and environmental grant programs. Through this centralized platform, applicants can submit an Expression of Interest for preliminary feedback and use a single application to be considered for multiple funding opportunities. The grant process emphasizes strategic funding alignment to ensure that each project receives support from the most suitable funding source. Grant requirements include submission of a comprehensive application through the online form, a detailed project scope and budget, a match commitment equivalent to 10% of the total project cost (in cash or in-kind, with some exceptions), and several required attachments. Depending on the project type, applicants may need to include landowner letters of commitment, municipal letters of support, construction-specific documentation, draft municipal vote language for land acquisition, and project appraisals. Applicants must adhere to the MVP Core Principles throughout the planning and implementation of their projects. All awardees are required to submit monthly progress reports, deliverables, and a final project case study to capture lessons learned. While the MVP Action Grant program is currently closed as of November 27, 2025, it operates on a recurring basis and is expected to reopen in Summer 2026.
