HIV Prevention Regional Implementation Grant
This funding opportunity provides financial support to Illinois-based agencies for implementing comprehensive HIV prevention services targeting individuals at high risk of HIV transmission or acquisition.
The Illinois Department of Public Health is offering the Regional HIV Prevention Grant through funding opportunity HIVRIG-27 to support HIV prevention services across Illinois. The program uses federal pass-through funds from CDC PS24-0047 and Illinois General Revenue Funds. The opportunity will select one Lead Agency for each of eight HIV Prevention Regions to coordinate and implement regional HIV prevention service objectives for the July 1, 2026 through June 30, 2027 grant period. The purpose of the grant is to provide HIV prevention services to Illinois residents at highest risk for transmitting or acquiring HIV. Lead Agencies must use a status neutral approach, meaning HIV testing serves as a gateway to prevention, treatment, care, and other services regardless of whether a client is HIV positive or HIV negative. Regional service plans include risk reduction activities, risk-based HIV testing and referral services, integrated testing, surveillance-based services, condom distribution, and activities focused on Black and Latine men who have sex with men. Funding totals $3,700,000 across eight anticipated awards. Single awards range from $97,795.05 to $1,290,578.35, depending on region. Regional awards include Lead Agency monitoring funds and program funds reserved for subgrantee direct service costs. Lead Agency oversight costs and indirect administrative costs must be budgeted within the Lead Agency budget, while program funds are strictly reserved for subgrantee direct services. Indirect costs are allowed and may not exceed the federally approved indirect rate or de minimis rate. No cost sharing or matching is required. Eligible applicants must be Illinois-based agencies and must complete State of Illinois GATA registration and prequalification before applying. Applicants must have an active UEI, active SAM.gov account, acceptable fiscal condition, good standing with the Illinois Secretary of State if applicable, and must not appear on applicable stop payment, exclusion, or sanctioned party lists. Lead Agency applicants must have at least three years of experience conducting HIV Prevention Grant Lead Agency coordination or delivering HIV prevention services, sufficient cash flow to reimburse subgrantees immediately after contract execution, capacity to issue subgrantee contracts within 30 days, and willingness to fund harm reduction services including syringe exchange, condom distribution, and HIV prevention services. Applications must be submitted electronically through EGrAMS at idphgrants.com. The application period opens April 23, 2026 and closes May 29, 2026 at 5:00 PM CT. Application materials include the Uniform State Grant Application, project narrative, budget, budget narrative, certificate of good standing or corporation file detail report, fiscal agent agreement if applicable, organizational chart, annual operational budget with calculations, Lead Agency Coordinator job description, resume for the selected Lead Agency Coordinator, and certificates for relevant trainings if available. A technical assistance session is scheduled for May 8, 2026 from 1:00 PM to 2:00 PM CT; the detailed NOFO identifies the session as not mandatory, although summary information provided separately lists it as mandatory. Applications will be reviewed for compliance and eligibility before merit review. Budgets exceeding the maximum regional award will be disqualified, and only applications scoring 80 or above will be considered. Scoring covers scope of work, work plan, and budget, including organizational capacity, priority population engagement, performance standards, quality management, capacity building for Black and Latine MSM, collaboration and coordination, project management, objectives and activities, and budget narrative. Applicants must complete State of Illinois GATA registration and prequalification before applying, including active UEI, active SAM.gov account, acceptable fiscal condition, applicable good standing with the Illinois Secretary of State, and no listing on relevant stop payment, exclusion, or sanctioned party lists. Lead Agencies must have at least three years of HIV Prevention Grant Lead Agency coordination or HIV prevention service delivery experience, sufficient cash flow to reimburse subgrantees upon receipt and review of requests, ability to deliver subgrantee contracts within 30 days of contract execution, willingness to fund harm reduction services, and ability to keep program funds reserved for subgrantee direct service costs.
