Grant Description

The NIST MEP Competitive Awards Program is administered by the National Institute of Standards and Technology within the U.S. Department of Commerce through the Hollings Manufacturing Extension Partnership Program. The opportunity is designed to provide additional competitive funding to existing Manufacturing Extension Partnership Centers operating under current NIST MEP cooperative agreements. The amended notice of funding opportunity expands upon the original announcement released in December 2020 and supports innovative projects intended to add new capabilities to the national MEP network. The program is not intended to support traditional research and development activities, but rather operational, technical, workforce, commercialization, and manufacturing advancement initiatives that directly support U.S. manufacturers and supply chains. The MEP National Network consists of centers operating in all fifty states and Puerto Rico, providing technical assistance, workforce services, process improvement support, technology implementation guidance, and business advisory services to small and medium-sized manufacturers. The purpose of the funding opportunity is to support projects that improve manufacturing competitiveness and strengthen national manufacturing capabilities. Eligible projects must align with at least one statutory criterion established in federal law, including improving regional industrial competitiveness, creating jobs or training employees, promoting technology transfer and commercialization, recruiting a diverse manufacturing workforce, or supporting broader manufacturing extension objectives. NIST identified several major program themes that may receive priority consideration during the selection process, including Industry and Manufacturing 4.0 adoption, workforce recruitment and retention services, employee development, supply chain management and resiliency, and artificial intelligence applications. Projects funded through this program must provide services and activities that extend beyond those already supported under the applicants existing MEP cooperative agreement. Funding is available through grants or cooperative agreements depending on the level of federal involvement required for a project. NIST anticipates awards up to 1000000 dollars for single MEP Center projects and up to 5000000 dollars for collaborative projects involving multiple MEP Centers. Awards may support project periods of up to three years under the agency multi-year funding policy. Continued funding beyond the first year is contingent upon satisfactory performance, continued program relevance, and the availability of federal appropriations. Although no non-federal cost sharing is required, recipients are prohibited from charging profit or fees above actual cost. Construction activities are expressly prohibited under the opportunity. Applicants must also comply with federal grant regulations related to indirect costs, reporting, audit requirements, subrecipient monitoring, program income management, and intellectual property usage. Applicants are also required to budget for participation in annual MEP National Network meetings during each funded year. Eligibility is limited to active MEP Centers currently operating pursuant to an existing NIST MEP cooperative agreement. Applicants may submit proposals independently or in partnership with other organizations, including other MEP Centers and subrecipients. The application package requires extensive documentation, including federal forms SF-424 and SF-424A, lobbying certifications, a detailed technical proposal, budget narratives, indirect cost documentation, current and pending support disclosures, letters of commitment, resumes for key personnel, tables identifying funded participants and collaborators, and other supporting materials. The technical proposal is limited to twenty pages excluding appendices and supporting documents. Applications must clearly explain how the proposed activities satisfy statutory criteria, address one or more program themes, define measurable milestones and outcomes, and provide evaluation and sustainability plans. Applications are accepted electronically through Grants.gov on a rolling basis subject to available funding and the publication of future amendments or superseding notices. The opportunity does not establish a fixed application deadline, and no pre-application or letter of intent requirement is mandated. Applicants must maintain active registrations in both SAM.gov and Grants.gov and comply with federal unique entity identifier requirements. NIST advises applicants to submit applications well in advance due to potential Grants.gov processing delays and periodic system maintenance. The approximate project start date for successful applications is expected to occur ninety to one hundred eighty days after application submission. The agency also hosted informational webinars and maintains a public program website containing amendments, frequently asked questions, templates, and additional guidance materials. Applications undergo an initial administrative review followed by a merit review conducted by at least three technical reviewers. Review criteria include technical needs and benefits, overall benefit to the MEP National Network, management and financial planning, and evaluation and sustainability planning. Applications are scored on a one hundred point scale, with proposals receiving scores of seventy or higher considered fundable. Selection decisions also consider program theme alignment, geographic diversity, project topic diversity, targeted industry sectors, duplication of existing federal efforts, availability of funding, and prior recipient performance. Successful applicants are notified by the NIST Grants Officer, while unsuccessful applicants may request a debriefing within ten business days of notification. Award recipients are subject to semi-annual financial and technical reporting requirements through the MEP Enterprise Information System, as well as federal audit and transparency reporting obligations. The opportunity is effectively recurring because NIST accepts applications on a continuing rolling basis and may issue future amendments or superseding notices under the same competitive program framework. Additional Requirements

Applicants for this program must be an active MEP Center that is operating pursuant to a current NIST MEP cooperative agreement. A MEP Center may work individually or may include proposed subawards to other organizations, including but not limited to other MEP Centers, to carry out the activities described in the proposal. An MEP Center may serve as the MEP Center applicant on only one (1) proposal. There are no restrictions on the number of applications in which MEP Centers may be proposed as subrecipients or as non-funded collaborators.
