Flood Mitigation Assistance Program

The Flood Mitigation Assistance Program is funded by the Federal Emergency Management Agency and administered in Florida through a partnership with the Florida Division of Emergency Management. FDEM is responsible for developing and maintaining the State Hazard Mitigation Plan, reviewing Flood Mitigation Assistance subapplications, recommending technically feasible and cost-effective subapplications to FEMA, and providing pass-through funding for projects approved and awarded by FEMA. The program provides resources to states, tribal governments, territories, and local communities to reduce or eliminate repetitive flood damage to buildings and structures insurable under the National Flood Insurance Program. Eligible mitigation activities include property acquisition and structure demolition or relocation, structure elevation, mitigation reconstruction, dry floodproofing, localized and non-localized flood control projects, structural and non-structural retrofitting of existing buildings and facilities, infrastructure retrofit, soil stabilization, community flood mitigation projects, project scoping, and flood mitigation plans. Projects must be cost-effective, technically feasible, located in or benefit an NFIP-compliant community, conform to the State's Administrative Plan, comply with applicable environmental requirements, and conform to NFIP floodplain management regulations and applicable Community Rating System requirements. Project subapplications demonstrating cost-effectiveness must have a benefit-cost ratio of 1.0 or greater using a FEMA-approved methodology, and the Benefit Cost Analysis must be attached to the subapplication. Eligible subapplicants include state agencies, federally recognized tribes, local governments and communities, and federally recognized Native American tribal governments. Local governments may also include non-federally recognized tribes and certain authorized tribal organizations or Alaska Native villages or organizations consistent with the cited federal definition of local government. Owners of residential or non-residential structures that have previously flooded may seek mitigation assistance through their local or Native American Tribal government, but applications must be submitted by an eligible subapplicant. Applicants and subapplicants seeking mitigation project funding must have a FEMA-approved mitigation plan by the application deadline. Subapplicants must also have a FEMA-approved and locally adopted mitigation plan by the application deadline and at the time grant funds are obligated. Cost sharing varies according to the property category. FMA assistance for insured properties and planning grants is identified as a 75 percent federal and 25 percent non-federal share. Repetitive loss properties may receive a 90 percent federal and 10 percent non-federal share when the stated conditions are satisfied.
