The application process requires submission of a Notice of Intent for each proposed project, followed by completion of a full application through the SMApply platform. Agencies that are selected locally must then submit their project applications through the federal esnaps system for inclusion in the Continuum of Care consolidated application. Final funding decisions are made by HUD, and local approval does not guarantee award. Applications are evaluated using established scoring tools for new and renewal projects. Evaluation criteria include project design, alignment with community priorities, organizational capacity, and expected outcomes.
