Artists may generally submit only one application per year, with a limited exception for those applying in the criticism discipline. Additionally, prior recipients must sit out one application cycle and may not resubmit previously funded work. The program also excludes artwork created primarily using artificial intelligence. Applications must be submitted through the Ohio Arts Council’s online grants management system, ARTIE. The submission process requires applicants to complete an application form and upload discipline-specific support materials that demonstrate the quality and consistency of their artistic work. These materials must be anonymized to preserve the integrity of the review process. Requirements vary by discipline but may include digital images, manuscripts, audio or video files, and other documentation. Applicants must follow strict formatting and file-naming conventions, and all materials must be submitted by the specified deadline. The evaluation process is conducted through an anonymous and competitive panel review. Panels consist of diverse, nationally recognized professionals who assess applications based on seven criteria, including technical proficiency, consistency of quality, creativity, and how well the work compares to others in the field. Panel discussions are conducted in public virtual meetings, and each application is scored using a standardized system. Final funding decisions are made by the Ohio Arts Council Board based on panel recommendations, and not all applicants will receive funding. The program follows an annual application cycle, with applications typically opening on June 1 and closing on September 1 each year. Award announcements are made in January following the application deadline, and grant agreements must be completed by late February. The grant period concludes with a required final report due by the end of the calendar year. Failure to submit required documentation may result in cancellation of the award and ineligibility for future funding. The program alternates eligible disciplines between odd- and even-numbered years, ensuring a broad distribution of support across artistic fields over time.
