Cultural Facilities Grant

Georgia Council for the Arts administers the Cultural Facilities Grant to support capital projects for arts facilities located in Georgia that are owned and operated by eligible nonprofit organizations or local government entities. Georgia Council for the Arts states that its mission is to cultivate the growth of vibrant, thriving Georgia communities through the arts. The program supports organizations ranging from small to large, emerging to established, traditional to contemporary, rural to urban, and community-based to professional. Cultural Facilities Grants are reimbursement grants, meaning recipients first expend funds on the approved project and then request reimbursement for an eligible percentage of those expenses, with receipts required to document grant-related expenditures. The Cultural Facilities Grant supports construction, renovation, preservation, acquisition, and eligible permanent equipment for arts facilities. Examples include accessibility improvements, roofs, facades and exterior signage, HVAC systems, HEPA filtration equipment, integrated fire protection systems, permanent theater seating, flooring, fly systems, lobby and concession-area renovations, dressing rooms, historic preservation, construction of new arts facilities, outright building purchases, outdoor stages or amphitheaters, and specified arts-related equipment. Eligible equipment can include sound and lighting equipment, projection systems, stage equipment, kilns, printing presses, exhibition and art-storage equipment, video equipment, and accessibility equipment. Ineligible activities include rent, vacant-land purchases, regular maintenance, computers, furniture, mobile stages, portable equipment, kitchens, commercial portions of buildings, personal residences, unrelated exterior work, and other expenses identified as ineligible in the guidelines. Applicants may request no less than $10,000 and no more than $50,000, although Georgia Council for the Arts may award less than the amount requested. A cash match is mandatory. Applicants with FY26 actual operating expenses below $500,000 must provide a cash match equal to at least 50 percent of the GCA request, and the GCA request may represent no more than two-thirds of total project expenses. Applicants with FY26 actual operating expenses of $500,000 or more must provide a 100 percent match, and the request may represent no more than one-half of total project expenses. Matching funds must be in hand or confirmed when the application is submitted, and proof must accompany the application. In-kind contributions do not satisfy the required cash match. State of Georgia funds, loans, lines of credit, equity, unawarded grants, and other unconfirmed funds also cannot satisfy the required match. Eligible applicants must be located in Georgia, registered with the Georgia Secretary of State, and have completed requirements associated with previous GCA or State of Georgia grants awarded before FY27. Applicants must be either Georgia-based nonprofit arts organizations with their own IRS nonprofit status or Georgia local government entities, such as cities, counties, or local authorities, that own and manage arts facilities. Nonprofit arts organizations must include the arts in their mission and have more than 50 percent arts-related programming. Eligible applicants must demonstrate at least three years of arts-based programming. Individuals, fiscal-agent applicants, for-profit businesses, schools and school systems, libraries, colleges and universities, organizations outside Georgia, organizations employing lobbyists, non-arts organizations, and organizations that received an FY26 Cultural Facilities Grant are among those excluded. Beginning with FY26 recipients, Cultural Facilities Grant recipients must wait two years before reapplying. Applications must be submitted through the GCA online grant application system at https://georgia.org/ArtsApply by 11:59 p.m. on Monday, August 31, 2026. Required application materials include General Information, Authorized Officials, narrative responses, the Budget Form with required breakdowns, a Board of Directors or Advisory Board list, at least three years of arts-programming history, competitive bids, a project timeline, proof of match, applicable ownership, long-term lease or acquisition documentation, support material, and an IRS 501(c)3 letter when required. Applicants should generally submit three competitive bids; at least one bid is required for eligibility, and an explanation must accompany an application containing fewer than three. Required attachments must be submitted in accepted Word, Excel, or PDF formats. Applications missing required information or submitted after the deadline will not be reviewed, and additional material cannot be submitted after the deadline. Eligible projects must start no earlier than November 1, 2026 and must be completed no later than June 30, 2027. For a larger multi-year capital project, an applicant may seek support for a discrete component or phase that can be completed within this eligible period. Panel evaluation allocates 35 points to the project, including project description, importance, qualifications, quality, feasibility, and timeline; 40 points to community impact, including community benefit, improved service, and local economic vitality; and 20 points to financial considerations, including the security and documentation of the match and, when applicable, the plan for financing a larger project. The remaining five points are awarded to applicants in Tier 1 and Tier 2 counties under the Georgia Department of Community Affairs 2026 designations. Applications are reviewed for eligibility and completeness before panel review, panelists score eligible applications, the highest and lowest scores are dropped, and remaining scores are averaged. Applicants are ultimately ranked by final score, with the highest-scoring applicants funded. The application deadline is August 31, 2026 at 11:59 p.m. GCA staff will not be available to resolve questions or technical issues after 5:00 p.m. on the deadline date, and an applicant seeking to reopen an already submitted application must contact GCA staff before 5:00 p.m. and still resubmit before the final deadline. Online applicant Q&A sessions are scheduled for July 23, 2026 and August 4, 2026, from 2:00 p.m. to 3:00 p.m.; these sessions are informational rather than pre-application gating requirements.
