Training participants must be employees working in Wisconsin-based positions, be at least 17 years old, and be legally authorized to work in the United States. Both newly hired and incumbent workers are eligible trainees. Consortium applications require a designated lead employer responsible for coordination, compliance, and reimbursement management. The application process requires submission through an online system, with applications for the initial funding round due by July 13, 2026. After this date, applications may be accepted on a rolling basis if funds remain available. Applicants must submit a complete application package, which includes a signed application and any required consortium agreements. Proposals are evaluated based on alignment with program priorities, the quality and feasibility of the training plan, demonstrated employer need, and the anticipated impact on workforce development and business competitiveness. The DWD may request additional information during the review process and reserves the right to partially fund or modify applications. Following training completion, a six-month employment retention period is required, extending the total grant period to a maximum of 30 months.
