The U.S. Department of State, through its Bureau of International Narcotics and Law Enforcement Affairs, has issued a funding opportunity to support law enforcement and criminal justice sector programs in Bolivia. The Bureau’s mission is to counter transnational crime, illegal drugs, and instability abroad, and this opportunity aligns with that mission by strengthening institutional capacity in Bolivia. The program is designed to support travel logistics for technical assistance, training, and collaboration efforts that enhance Bolivia’s ability to combat transnational criminal organizations and prevent terrorist activity. The primary purpose of this funding is to establish a dedicated travel logistics partner capable of coordinating all aspects of travel required for law enforcement and justice sector programming. This includes organizing travel for Bolivian officials to participate in international training and for U.S. or third-country experts to deliver technical assistance in Bolivia. The program aims to reduce administrative burdens on in-country staff, improve efficiency in program delivery, and ensure timely execution of capacity-building initiatives that promote rule of law and regional stability. The scope of allowable activities is broad and includes comprehensive travel and event support services such as arranging airline tickets, lodging, ground transportation, travel documentation, interpretation services, and event management. Additional responsibilities include managing travel advances, maintaining databases of participants, ensuring compliance with U.S. government regulations such as the Fly America Act, and supporting monitoring and reporting requirements. Funds cannot be used for expenses related to U.S. government personnel or contractors, and all costs must comply with federal regulations and approval processes. Eligibility is limited to organizations, including U.S. and foreign non-profits and educational institutions, with demonstrated experience in similar capacity-building programs. Applicants must have the ability to operate in both English and Spanish and must maintain or develop partnerships necessary to implement the program effectively. Cost sharing is not required but is encouraged, and any proposed contributions must be documented and tracked appropriately. Applications must be submitted through Grants.gov and include a full proposal package consisting of standard federal forms, a detailed proposal narrative, a performance monitoring plan, risk analysis, timeline, organizational documentation, and a comprehensive budget with narrative justification. The proposal must clearly articulate the project’s theory of change, implementation plan, and expected outcomes. Evaluation criteria include the quality of the proposed travel management system, organizational capacity, monitoring and risk planning, and cost effectiveness. The timeline for this opportunity includes a question submission deadline of May 29, 2026, and a final application deadline of June 15, 2026. The anticipated project start date is August 2026, with an implementation period of 24 to 36 months. The Department of State expects to issue one award with a maximum funding amount of $2,500,000. Applicants will be notified of award decisions several months after submission, with unsuccessful applicants expected to receive notice by September 2026.
