Nonprofit Security Grant Program

The Nonprofit Security Grant Program supports physical and cybersecurity improvements, facility hardening, and related preparedness activities for nonprofit organizations in Massachusetts that are at risk of terrorist or other extremist attack. Funded projects must enhance security and safety at the nonprofit’s physical site and may support protection of soft targets or crowded places, as well as planning, training, awareness campaigns, and exercises tied to security needs. Massachusetts is offering two competitive funding streams based on applicant location: NSGP-UA for nonprofits in the federally designated Metro Boston urban area and NSGP-S for nonprofits elsewhere in the state. Only the Office of Grants and Research may submit applications to DHS/FEMA on behalf of Massachusetts applicants, so nonprofits must apply through the state process rather than directly to FEMA. Eligible applicants are nonprofit 501(c)(3) organizations at risk of terrorist or extremist attack, including entities such as houses of worship, museums, educational facilities, senior centers, community centers, and day camps. Each application must cover a single physical site that the nonprofit occupies, address identified risks and vulnerabilities, and propose a project that can be completed by August 31, 2028.
