The Title II/Juvenile Justice Grant Program, administered by the North Carolina Governor’s Crime Commission (GCC), offers funding to support delinquency prevention, intervention, and systemic improvements within the juvenile justice system. This grant program is guided by the Juvenile Justice Planning Committee (JJPC), an advisory body to the Governor and Secretary of Public Safety, composed of commissioners and experts in juvenile justice. The JJPC helps shape the state’s juvenile justice priorities and oversees development of the federally required Three-Year State Plan. The funding is made available through the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention under CFDA #16.540. The overarching goal of this program is to provide targeted resources to prevent youth delinquency, reduce involvement in the juvenile justice system, and improve outcomes for at-risk, justice-involved, or court-involved youth. It emphasizes support for youth from disadvantaged backgrounds or those facing compounding systemic challenges such as poverty, educational failure, and exposure to violence. The 2025 grant cycle focuses on specific priority areas including counseling, training, and mentoring programs; educational services for at-risk youth; positive youth development initiatives; efforts to address racial and ethnic disparities; and discretionary programs that integrate services across sectors such as education, courts, health, and child welfare. Eligible applicants include state and local government agencies, federally recognized tribal governments, law enforcement agencies, nonprofit and nongovernmental organizations, and faith-based programs. Applicants must comply with federal rules governing grant administration, including the DOJ’s Uniform Guidance under 2 C.F.R. § 200. The grant caps funding at $200,000 per application for most priority areas, with discretionary projects capped at $100,000. All funded projects are expected to span two years and begin implementation on January 1, 2027, continuing through December 31, 2028. Applicants must submit proposals through the Enterprise Business Services (EBS) platform. Access requires registration through NCID and approval via the EBS External Access Request system. Required components include a complete project narrative, goals and objectives, detailed budget, organizational and project-specific documentation, and various compliance certifications. Supporting documents such as MOUs, contracts, indirect cost certification, and equipment justification must be uploaded with the application. The grant does not require matching funds, and subrecipients must adhere to strict cost principles, including restrictions on unallowable costs such as lobbying, fundraising, and capital expenditures. Applications must be submitted by January 31, 2026, at 11:59 PM ET. Proposals are scored competitively by the JJPC, and may be reviewed by the Racial and Ethnic Disparities Subcommittee. Criteria include alignment with state and federal priorities, regional diversity, economic need, and past funding. Funded applicants are expected to attend a mandatory workshop in September 2026. Reporting requirements include biannual performance measures and annual project progress reports, with data due each April and October. Projects must adhere to confidentiality guidelines and may not disclose the identity of individual juveniles without consent. The program is not recurring in nature, and there is no mention of automatic reissuance in future years. Therefore, this is a one-time opportunity for eligible organizations to access federal resources for strengthening North Carolina’s juvenile justice system and improving outcomes for youth through evidence-based, trauma-informed, and community-driven approaches.
