Kids Recreation Grant

The Union County Board of County Commissioners administers the Open Space, Recreation and Historic Preservation Trust Fund, which supports local initiatives that enhance quality of life through recreation, environmental stewardship, and community development. Through this fund, the County has introduced two complementary grant programs: the Kids Recreation Grant and the Greening Grant. These programs are designed specifically for municipalities within Union County and aim to empower local governments to implement projects that directly benefit residents by improving outdoor spaces, expanding recreational access, and strengthening environmental sustainability. The Kids Recreation Grant focuses on the development, enhancement, or replacement of recreational facilities that serve children. Eligible projects may include playground upgrades, new recreational infrastructure, or expansions of existing facilities that increase access and usability for youth populations. The Greening Grant, on the other hand, is intended to support environmental initiatives such as tree planting and the expansion of green spaces. These projects contribute to improved air quality, urban cooling, and overall public health while enhancing the visual and ecological value of municipal areas. Funding for these programs is derived from the Union County Open Space Trust Fund, with up to 1,000,000 dollars allocated in matching grant funds for recreational improvements. Municipalities are required to provide a dollar-for-dollar match, meaning the grant will cover no more than 50 percent of the total project cost. Matching funds may come from a variety of sources including municipal budgets, in-kind services, donations, or other state and federal funding programs. However, salaries for staff or volunteers are explicitly excluded as eligible expenses under the grant. The application process requires municipalities to submit a completed application form along with supporting documentation. This includes a formal resolution approved by the governing body and mayor, confirming both the submission and the commitment of matching funds. Additionally, a letter from the Chief Financial Officer or equivalent must verify that matching funds are secured and available. Applications are reviewed by the Union County Open Space, Recreation and Historic Preservation Trust Fund Public Advisory Committee and require final approval from the Commissioners’ Standing Committee and the full Board of County Commissioners. Applications for the current cycle opened on June 1, 2026, and must be submitted by August 3, 2026. Following submission, a review and selection process will take place, and applicants can expect notification of award decisions within 45 days after the deadline. Successful applicants will receive both verbal notification and a formal written commitment letter outlining the terms of the grant. Projects must be completed within 24 months from the date of contract execution, although extensions may be granted at the discretion of the Trust Administrator under exceptional circumstances. Evaluation criteria include the demonstrated need for the project, the scope and feasibility of the proposed work, and the population served. Grantees are required to comply with all program guidelines, including adherence to project timelines and coordination with the County for signage and public communications.
