The selected implementing partner will be responsible for organizing and executing a one- to two-day in-person convening, preceded by virtual preparatory sessions with international participants. Responsibilities include developing the program agenda, coordinating participants, managing logistics such as venues and accommodations, and facilitating engagement between U.S. stakeholders and foreign cultural leaders. The program will bring together approximately 25 to 40 international participants along with U.S. government officials, private sector representatives, and experts in cultural heritage preservation. Funding for this opportunity is provided through a cooperative agreement, indicating that the Department of State will maintain substantial involvement in program implementation. The total available funding is $1,000,000, with one award anticipated and a maximum award amount of up to $1,000,000. The period of performance is 12 months. While cost sharing is not required, applicants are encouraged to include cost-sharing contributions to enhance program impact and demonstrate institutional commitment. Eligibility for this program is limited to U.S.-based nonprofit organizations, including civil society organizations and think tanks, as well as public and private educational institutions. Applicants must demonstrate at least four years of experience conducting international exchange programs to qualify for funding at the anticipated award level. Additional requirements include compliance with federal registration systems such as SAM.gov and submission of a complete application package including narrative, budget, and supporting documentation. The application process requires electronic submission through Grants.gov by July 10, 2026, at 11:59 p.m. Eastern Time. Applications must include detailed program plans, monitoring and evaluation frameworks aligned with the Department of State’s MODE framework, and comprehensive budget justifications. Proposals will be evaluated based on criteria such as program design, institutional capacity, cost-effectiveness, and the ability to achieve program objectives. Awards are expected to be announced by August 1, 2026. Following the convening, the implementing partner will work with the Department of State to identify opportunities for continued collaboration among participating countries, including joint initiatives, training programs, and ongoing engagement mechanisms.
