Opioid Settlement Funding Grant Program

The Opioid Settlement Funding program, administered by the Alliance for Substance Abuse Progress (ASAP), is a county-level funding initiative supported by the Bartholomew County Substance Abuse Advisory and Accountability Committee and the Substance Abuse Public Funding Board. This initiative stems from Indiana's allocation of over $925 million through legal settlements with opioid manufacturers and distributors. Recognizing the lasting consequences of the opioid epidemic—especially following the state's peak in prescription rates in 2012—Bartholomew County is channeling a portion of these funds into community-driven solutions for substance use prevention, treatment, recovery, and systemic reform. This grant opportunity is designed to support projects that directly address the opioid epidemic and align with the National Opioid Settlement’s Exhibit E guidance. Eligible uses for funding include medication-assisted treatment (MAT), recovery housing, outpatient therapy, overdose prevention programs, naloxone distribution, peer coaching, system-wide data infrastructure improvements, and other community-based interventions. The fund encourages sustainable, collaborative, and impactful initiatives that provide measurable change in the lives of Bartholomew County residents affected by substance use disorders. Eligibility for the program includes 501(c)(3) nonprofit organizations, 501(c)(19) organizations, organizations working with a 501(c)(3) fiscal agent, and county departments or municipalities. All applicants must operate within and serve the Bartholomew County population and adhere to the guidelines established under the National Opioid Settlement Exhibit E. Projects that fall outside the scope of addressing opioid-related harm or lack a direct connection to eligible abatement strategies will not be considered for funding. To apply, interested organizations must complete the application form available on the ASAP website and submit the completed application along with required documentation—including IRS determination letters, W-9 forms, project budgets, and any other supporting materials—via email to info@asapbc.org. The application window opened on January 31, 2026, and all materials must be submitted no later than March 31, 2026. Applications received after this deadline will not be reviewed. Submitted applications undergo a thorough review by ASAP and the Substance Abuse Advisory and Accountability Committee to ensure alignment with funding priorities and eligibility requirements. Funding decisions are contingent upon this review and the availability of limited funds. Applicants selected for funding will enter into an award agreement and are required to provide both quarterly and final reports detailing project outcomes and fund utilization. The Opioid Settlement Funding program represents a strategic opportunity to invest in recovery-oriented, data-informed, and community-driven solutions to combat the opioid crisis in Bartholomew County.
