Strengthening comprehensive HIV and TB services and health systems in high-burden areas of Namibia under the President's Emergency Plan for AIDS Relief (PEPFAR)

The Centers for Disease Control and Prevention (CDC), operating under the U.S. Department of Health and Human Services (HHS), has announced a forecasted funding opportunity titled "Strengthening comprehensive HIV and TB services and health systems in high-burden areas of Namibia under the President’s Emergency Plan for AIDS Relief (PEPFAR)." This cooperative agreement aims to enhance the response to HIV and tuberculosis (TB) in Namibia through the improvement of health systems and service delivery mechanisms. The overarching goal of this opportunity is to support the Namibian Ministry of Health and Social Services (MOHSS) in implementing comprehensive HIV and TB prevention and treatment programs. Efforts will also focus on strengthening laboratory networks, human resources for health, and supply chain systems to ensure consistent availability of diagnostic and treatment commodities across health facilities. This approach aligns with PEPFAR’s broader strategy of building sustainable, locally led public health responses. Program activities will include the enhancement of facility- and community-based service delivery for HIV and TB, the elimination of mother-to-child transmission, and the improvement of cervical cancer prevention and screening. Furthermore, the initiative will emphasize differentiated service delivery (DSD) models to better tailor services to patients’ needs, improve data-driven decision-making, and strengthen surveillance systems for monitoring comorbid conditions. Through these components, the CDC aims to reduce HIV and TB incidence and mortality rates while bolstering the Namibian health system’s capacity to respond effectively to ongoing and emerging public health challenges. Expected outcomes of the grant include improved government capacity to oversee and sustain public health programs, enhanced data quality and usage in decision-making, efficient resource mobilization, and better integration of routine surveillance data into program management. The cooperative nature of this agreement reflects CDC’s commitment to building local ownership and institutional capacity rather than creating parallel systems. This is expected to ensure sustainability beyond the project period. The anticipated total fiscal year funding for Year 1 is approximately $14,000,000, subject to the availability of funds. Although the award ceiling for Year 1 is currently listed as zero, this figure will be updated once allocations are finalized. CDC expects to issue up to two awards under this opportunity. The estimated post date is December 2, 2025, with an application due date of February 17, 2026, and an anticipated award and project start date of September 30, 2026.
