Grant Description

The Advanced Transportation Technology and Innovation Competitive Grant Program is administered by the U.S. Department of Transportation through the Federal Highway Administration. The program is authorized under federal law to support the deployment of advanced transportation technologies across the United States. It is designed to modernize surface transportation systems and improve outcomes related to safety, efficiency, mobility, and infrastructure performance. The program reflects a federal commitment to innovation and economic competitiveness by encouraging the adoption of intelligent transportation systems and related technologies. The purpose of this funding opportunity is to support projects that deploy, install, and operate advanced transportation and congestion management technologies. These technologies are intended to enhance system performance, improve intermodal connectivity, and maximize return on infrastructure investments. The program emphasizes solutions that reduce traffic congestion, improve safety outcomes, and enhance the movement of goods and people. It also prioritizes projects that align with national economic and infrastructure goals, including reducing delays, supporting freight mobility, and promoting innovation in transportation systems. Funding under this opportunity totals up to 120 million dollars across two fiscal years, with 60 million dollars allocated per year. Individual awards are capped at 12 million dollars per recipient per fiscal year, and there is no minimum award size specified. The program requires a non federal cost share of at least 20 percent, meaning applicants must contribute matching funds from state, local, or private sources. Eligible expenses include the deployment of advanced systems such as intelligent transportation technologies, traffic management systems, safety systems, and data collection platforms. A limited portion of funds may be used for planning and reporting activities. Eligible applicants include a wide range of public and institutional entities such as state and local governments, transit agencies, metropolitan planning organizations, and other political subdivisions. Additionally, multijurisdictional groups and consortiums of research or academic institutions are eligible. Joint applications are permitted, provided a lead applicant is designated and all roles are clearly defined. Applicants must also submit required plans demonstrating long term operation, partnerships, and integration with existing transportation systems. The application process requires submission through Grants.gov using standardized federal forms, including the SF 424 and supporting documentation. Applicants must complete a program specific application template and provide detailed project plans, budgets, and performance objectives. Required components include plans for deployment, partnerships, leveraging existing investments, and measurable outcomes such as reduced congestion or improved safety metrics. Applications must be submitted electronically and must meet all formatting and documentation requirements. Applications are evaluated based on merit criteria that assess alignment with infrastructure priorities, economic competitiveness, congestion reduction, and innovation. Additional consideration is given to project readiness, including technical feasibility, financial completeness, and permitting risks. The review process includes evaluation by a technical review team and final selection by senior leadership within the Department of Transportation. Projects are rated and prioritized based on responsiveness to program goals and readiness for implementation. The application window opens on June 26, 2026 and closes on July 27, 2026. Award announcements are anticipated in mid September 2026. The period of performance for funded projects is expected to range from one to four years, beginning upon execution of the grant agreement. Selected applicants must comply with federal reporting requirements, including semi annual progress and financial reports, as well as annual performance reporting. For additional information or inquiries, applicants may contact the program office via email at ATTAIN at dot gov.
